As the name implied, the Uchiha Multiplier Copy let Uchiha jonin with at least Three-Tomoe Sharingan rapidly build up a specialized arsenal of ninjutsu by copying other ninjas' techniques over a short period.
Copying in bulk!
Take Uchiha Tekka's father, Uchiha Lianshan, for example.
As an ordinary jonin with Three-Tomoe Sharingan, he specialized in Fire Release and Earth Release.
Since he had only recently become a jonin, he had mastered just two A-rank Fire Release techniques, two B-rank Fire Release techniques, three C-rank Fire Release techniques, and four C-rank Earth Release techniques.
As long as a clan member skilled in Fire Release or Earth Release performed the techniques at a slow pace, he could copy them with his Sharingan at close range.
At a rate of roughly five to eight techniques a day, he could quickly master all 75 core Fire Release techniques and all 84 core Earth Release techniques currently possessed by the Uchiha Clan.
Wasn't that amazing?
It was practically a cheat code. If you forgot to turn it off, you could pretend you hadn't used it!
As Uchiha Fucheng put it, "This absurdly fast, bug-exploiting way of learning would scare people to death if word got out."

Take Uchiha Lianshan. He could teach other clan members the Fire Release and Earth Release techniques he had mastered, and earn points in return.
Then he could take out a points loan, advance some of his future points, and use them to copy and learn even more Fire Release and Earth Release techniques.

before the Land of Rain declared war, he was confident that the vast majority of Uchiha with Three-Tomoe Sharingan would each master more than 150 techniques.

Fire Release went without saying.

When Mikoto detected a new White Zetsu near the clan compound with electromagnetic waves, both Fucheng and Mikoto grew excited.
Fucheng couldn't help sighing. "It's like searching for her a thousand times in my dreams, then suddenly turning around and finding her where the lanterns grow dim.
"We absolutely can't alert them this time. We captured four White Zetsu last time, so the other side must have realized something was wrong."
Fucheng continued, "They just don't know how we did it. We mustn't scare them off this time, or it'll be a problem if they stop sending White Zetsu over."
Mikoto nodded. "I agree. I don't think there'll be only one this time either. Let's try to catch several at once."
Fucheng glanced at the four masked Misaka Sisters beside him and mused, "The transformed Misaka Network still gives off a White Zetsu presence. Why don't we find a way to have the Misaka Sisters lure a few back?"
This wasn't just Fucheng letting his imagination run wild.
As he recalled, White Zetsu came in special individuals and clones, and both types had some capacity for thought and a sense of logic.
But even the smartest one, Spiral Zetsu, still seemed a little unhinged.
Neither its thinking nor its logic was like that of a normal person.
If the four Misaka Sisters used Wood Release and the Transformation Technique to take on White Zetsu's appearance, there was a chance they could fool the lot of them.
The Misaka Sisters' reasoning and ability to follow orders were far better than White Zetsu's.
And the Misaka Sisters' way of thinking was more like that of independent people.
With Fucheng's capture plan in place, the tall, long-legged Misaka Sister 0003 volunteered to lure in the White Zetsu scouts near the Uchiha Clan Compound.

Only three White Zetsu scouts patrolling the area remained before him.
The six White Zetsu he had sent into Konoha's towns had shown no sign of returning to the shrine.
"White Zetsu can all move underground. Their safety is guaranteed. Why have so many gone missing all at once?"
The expression on the black-and-white face beneath the pitcher plant's shadow was exceedingly strange.
It showed surprise, anger, and confusion all at once.
To Black Zetsu, White Zetsu were a lot like his private property.
With more than ten White Zetsu missing, Black Zetsu felt as though he'd encountered a ghost.
Black Zetsu was like a gamer whose crystals had been stolen. He was more invested in stirring up trouble from behind the scenes.
Now, the conspiracy-minded Black Zetsu was filled with questions.
No matter who he looked at, they all seemed like "wretched miscreants" plotting against him.
"These days, there are too many bad people. There's always some miscreant trying to harm Zetsu!"
