History

Konoha's conflict with Sunagakure concludes after the Sand Ninja lose their logistical support and accept a ceasefire and peace agreement. Konoha lowers its demands for reparations but imposes strict border-deployment requirements intended to draw Sand Ninja attention toward the Land of Rain and Land of Earth. This marks the end of the first phase of the Second Shinobi World War, Konoha vs. Sand Ninja. 17

The victorious troops receive a public welcome from Konoha's civilians and Sarutobi Hiruzen. The return also displays the Uchiha clan's newly unified strength: more than two hundred Uchiha ninja march in disciplined formation under Uchiha Fucheng, unsettling Hiruzen and Shimura Danzō. 17 18

During a Police Force Open Day, Fucheng publicly frames the Uchiha as central to Konoha's founding, declaring that the village's name was first proposed by the Uchiha clan. His rhetoric becomes widely discussed among villagers and challenges the prominence of Hiruzen's “Will of Fire” messaging. 28

Governance and Internal Politics

• Hokage administration — Sarutobi Hiruzen, assisted by advisors Mitokado Homura and Utatane Koharu, allocates wartime manpower among Konoha's clans and directs the village's response to foreign threats. 33 34
• Root — Shimura Danzō's covert organization surveils and targets the Uchiha. Eight Root operatives are captured in the Uchiha camp, and confiscated possessions include six Three-Tomoe and five Two-Tomoe Sharingan eyes. 14 15
• Uchiha–village tension — Hiruzen and Danzō become increasingly cautious after Fucheng awakens the Mangekyo Sharingan, activates Susanoo, and gains the support of Hatake Sakumo. Hiruzen orders Root to avoid provoking the Uchiha before the Land of Rain war. 19 24
• Police Force reforms — The Uchiha Police Force recruits ninjas from smaller clans as foreign auxiliary police to handle civilian cases. Fucheng also establishes the Konoha Civil Dispute Mediation Center and a Police Force Open Day to reduce hostility between villagers and the Uchiha. 27

Military

Conflict with Sunagakure

Konoha's forces gain the advantage against the Sand Ninja after Hatake Sakumo kills the campaign's two Kage-level Sand leaders. The resulting collapse leads to widespread Sand Ninja surrender. 10 17

The Uchiha are heavily committed during the campaign. Although their original quota was 192 ninja, Konoha ultimately deploys 310 Uchiha, including over 37 jōnin; 116 are killed in action. 34

War against the Land of Rain

After Salamander Hanzo declares war, Konoha mobilizes its ninja clans. The high command initially calculates each clan's quota at 70% of its prior deployment, with reductions for clans that contributed heavily in the Sand campaign. 33

Following Fucheng's challenge to the high command, the Uchiha quota is reduced to 103 ninja and placed under his centralized command. Tsunade leads Konoha's offensive force, while Orochimaru and Jiraiya operate in the Land of Rain. 34

Konoha advances deep into Rain territory while Hanzo is occupied against the Sand Ninja. Its forces seize towns and approach Amegakure, but increasingly face poison traps, explosive traps, salamander summons, ballistae, and poison catapults. 42 49 50

Economy and Civil Life

• Konoha's commercial variety and purchasing power are portrayed as stronger than the towns Fucheng passes through while returning from the Land of Wind. 20
• War mobilization against the Land of Rain causes sharp increases in the price of food, medicine, and ninja tools throughout the village. 30
• The Uchiha Clan Industry Management Center revitalizes idle Uchiha-owned properties, farmland, and commercial shops, while also supporting a protection and adoption program for war orphans. 27
• The Uchiha Contribution Points system allows clan members to exchange work and service for resources, medical treatment, ninja tools, training, and access to the Uchiha Escape Pavilion's ninjutsu library. 26 27

• Sunagakure — Former wartime enemy; its unconditional surrender ends the Konoha–Sand conflict, though Konoha's peace terms require specific Sand Ninja border deployments. 17
