Sarutobi Hiruzen's tenure

Sarutobi Hiruzen attempted to settle the Uchiha clan's unrest peacefully, entering the Uchiha compound himself and wagering that his public appearance would stop the fighting. Although he retained the formal authority of the Third Hokage, Root's attack and Uchiha Yuji's intervention exposed how little control he had over the crisis. 3 4 5

After Shimura Danzō's death, Hiruzen considered turning Yuji's overwhelming power into Konoha's weapon for peace, despite Mitokado Homura and Utatane Koharu warning that the Uchiha could not be trusted. 6 8 He later sought to constrain the clan through political exclusion and dangerous battlefield assignments, while resisting its attempts to gain ANBU or team-leading jōnin positions. 17 25

Hiruzen's conflict with the Uchiha escalated when Yuji challenged him using the Seal of Reconciliation. The Third Hokage accepted a duel at the Valley of the End, where Yuji defeated him without sustaining meaningful damage; Hiruzen's death ended his administration. 50 53 54 55

Hatake Sakumo's tenure

Following Hiruzen's death, Yuji nominated Hatake Sakumo rather than claiming the office for the Uchiha. Sakumo presented himself as a leader committed to Konoha's children and accepted the position of Fourth Hokage. 55

Sakumo's first major action was to arrest former advisory elders Mitokado Homura and Utatane Koharu, removing the remaining leadership of the previous era. Though an exceptional battlefield commander, he struggled with administrative work and depended heavily on Nara Shikaku's counsel. 56

As Hokage, Sakumo dealt directly with the Land of Fire's new Daimyō, Tokugawa Ryuji, while Yuji's actions forced the Daimyō to cooperate with Konoha. 59 60 61 He later accepted Rōran's voluntary incorporation into Konoha and rejected Kirigakure's request to preserve its separate village identity after its submission. 89 102

• The Hokage is expected to command every Konoha ninja; Hiruzen explicitly invoked this authority when attempting to halt the ANBU–Root conflict. 5
• The office controls sensitive village intelligence, including classified information such as Uzumaki Kushina's status as the Nine-Tails' Jinchūriki. 55
