Background / History

Hiruzen leads Konoha during the early stages of the Third Shinobi World War. He publicly presents Zhengyi as a model for Konoha’s children, while privately discussing the Fourth Hokage succession with Jiraiya and Minato. He initially suggests Orochimaru as a possible candidate, though this is partly to provoke Jiraiya. 5

He considers Orochimaru unsuitable to inherit the Hokage title despite valuing him as a longtime student. Hiruzen believes Minato would sacrifice himself for Konoha in an existential crisis, whereas Orochimaru would flee; consequently, he builds Minato’s reputation while limiting the public recognition of Orochimaru’s faction, including Zhengyi. 14

During the war, Hiruzen manages Konoha’s finances, military assignments, and multiple fronts. Following the war, Hiruzen lives in a quiet rural area of the Land of Fire and follows Konoha’s affairs through newspapers. Seeing Orochimaru improve civilian life and sponsor scientific development, he questions whether his steadfast preference for Minato had been correct. 47

Personality

Hiruzen is protective of Konoha and deeply attached to his students. When Orochimaru and Minato are captured by Iwagakure, he attempts to save both, offers his own life in exchange, and desperately searches for another solution rather than immediately choosing between them. 28

His leadership is also marked by political calculation and indecision. He suppresses Orochimaru’s influence, favors Minato with prestigious assignments and elite support, and uses reassurance to keep Orochimaru emotionally attached while intending to deny him the Hokage position. 14 18 23
