Background and History

Third Shinobi World War

Konoha entered the Third Shinobi World War under pressure from multiple major and minor nations. Its fertile territory and limited ability to employ its jinchūriki made it a target, while its available shinobi were stretched across several fronts. 3

On the Kumogakure front, nearly two thousand Konoha ninja were placed under Zhengyi's logistical and operational command after Orochimaru left the frontline duties to him. Zhengyi's force subsequently struck into the Land of Lightning, raided local nobles, and redistributed their wealth to impoverished residents before withdrawing. 6 7

Sunagakure later pushed as far as Kikyo Pass in the Land of Fire's interior, placing the enemy close to Konoha itself. The pass changed hands repeatedly during Danzō's campaign. 15 16

By the war's climax, Iwagakure, Kumogakure, and Kirigakure had all turned their attention toward Konoha, while Amegakure and Kusagakure waited to exploit the conflict. Konoha ultimately fought Iwagakure in a full-scale battle involving its Kage, veteran shinobi, and newly graduated students. 22 30

Hokage Succession Crisis

The struggle over the Fourth Hokage position divided Konoha into competing political camps. Hiruzen Sarutobi supported Minato Namikaze as his preferred successor, while Orochimaru built an independent base of military, financial, and political support. 14 35

Orochimaru's faction expanded through recruitment of rogue ninja, taxation of wealthy interests, and control of forces connected to Root and the Kumogakure front. By this period, Orochimaru's side commanded roughly 1,200 ninja—described as one-seventh of Konoha's total force—and continued to grow. 35 36

Orochimaru secured the Fourth Hokage title while Minato and many of his supporters were absent in Kirigakure. With Danzō's nomination, the support of Orochimaru-aligned jōnin, and the Fire Daimyō's decree, the appointment was formally recognized. 41

Postwar Administration

Following the war, Orochimaru's government improved civilian life through infrastructure, food production, and scientific projects. His former underground research operation was publicly reorganized as the Konoha Experimental Bureau, which received village funding and recruited openly. 47

The village remained politically divided: Orochimaru controlled internal administration, while Minato retained the loyalty of much of the border-defense force. 48

The village's birth rate rose during its economic recovery, but its education system remained criticized for poor conditions and the absence of formal moral and ethical instruction. The stated reason for avoiding such teaching was fear that ninja who developed independent moral judgment might question the village's social order. 48 50

A large public brawl involving academy-age ninja and clan connections prompted Orochimaru's intervention. After punishments were imposed on the opposing side, bullying incidents in Konoha reportedly declined. 19
