The person who arrived was Rick.
This time, Rick hadn't been beaten black and blue by his good friend, but his face was filled with such melancholy and frustration that anyone who wasn't blind could see it.

Not to mention that the current King Varian has been split into two by the Black Dragon Princess using dark magic—the heroic and fearless one was taken to Orgrimmar by Rehgar Earthfury to become a professional gladiator, while the gentle and refined one, though still in Stormwind City, has been constantly deceived and controlled by Onyxia and would never go to apologize to VanCleef.
Even if King Varian were whole and unharmed, such a proud, strong-willed, and hot-tempered man—even if he were in the wrong—would never apologize to VanCleef. Not to mention that his wife, Queen Tiffin, died at the hands of the Stormwind stonemasons.
The hatred between these two is complex and tangled; being able to suppress it is already a feat. Wanting Varian to apologize to VanCleef? Forget about it!

But then again, if all of that were truly accomplished, then as far as killing Onyxia is concerned, whether VanCleef is involved or not wouldn't matter at all.
However, if one could truly make VanCleef let go of the hatred in his heart and stop the Defias Brotherhood from burning, killing, and looting, then the law and order in Westfall would certainly get back on track, and the people of Elwynn Forest and Duskwood would certainly have a much better life...
"So, does this mean I have to make a trip to Stormwind City? But how can I get an audience with the young Prince Anduin, and how can I travel to Theramore to meet Lady Jaina? Don't talk to me about riding a gryphon; that's a game mechanic. Not to mention that in reality, there are no flight paths in Westfall, nor are there large war beasts like gryphons.
