Shisui initially seeks to protect both the Uchiha clan and Konoha, refusing to treat either as expendable. He sympathizes with the Chinoike clan's hatred after their imprisonment, yet acts decisively when their vengeance threatens Konoha and the Uchiha. 43 52

His loyalty to Iori is absolute. After witnessing Iori's vision for a peaceful future, Shisui commits himself to it even against enemies from his own clan or the Sage of Six Paths. This conviction hardens him: he consciously buries his compassion when he believes it conflicts with the wider future Iori promises. 61
