Kumogakure

The Third Hokage looked at the furious Naruto and said, "Naruto, calm down. It's obvious someone is trying to incite a war between Konoha and Kumogakure, so we can't fall for it. It would be better to leave this matter to the Raikage to handle."

Naruto stared at the Third Hokage in disbelief. "What did you say? Leave it to the Raikage? What if he lies to us? No. We're not handing this matter over to him."

"Besides, even if what you said is true, Grandpa Third—that some people in Kumogakure are trying to start a war between Konoha and Kumogakure—that only happened because the Raikage couldn't keep his subordinates in check. He's at fault too. In any case, Konoha has to resolve this. We can't leave it to Kumogakure."

"I'll send anyone who dares to target Hinata straight to hell." As soon as he finished speaking, powerful crimson chakra burst from Naruto and enveloped him, forming a four-tailed Nine-Tails Chakra Cloak. His Sharingan also evolved to three tomoe, while his White Eye glowed with an eerie, cold light.

Everyone was astonished by Naruto's transformation. They were shocked not only that his Nine-Tails Chakra was leaking out, but also that he could possess both the Sharingan and the White Eye.

The Third Hokage said tensely, "Naruto, what are you doing? Stop this at once!" (Hiashi hadn't had time to tell the Third Hokage about the eyes.)

The moment Naruto's Nine-Tails Chakra erupted, the hidden Anbu all appeared, and even Danzo rushed over. Naruto's furious expression had now turned calm.

Naruto looked at the Third Hokage, knelt on one knee before him, and said solemnly, "Lord Hokage, honored advisors, Lord Danzo, I understand that you're considering the village's interests and don't want this matter to escalate. As a member of Konoha, I can understand that."

"But I ask you to let me seek an explanation from Kumogakure in my personal capacity. This will also let the world know that even with some internal discord, Konoha is still the foremost of the Five Great Shinobi Villages. Please grant my request."

Before the Third Hokage could answer, Naruto vanished from everyone's sight. Danzo then said, "Third, what exactly is going on? Why did the Jinchuriki lose control? And what did he mean about going to Kumogakure? Explain yourself."

Utatane Koharu, who was standing nearby, explained what had happened to Danzo. He turned to the Third Hokage and said, "Heh. Third, you're not even as good as a child now. And this child has mastered techniques you don't even know about. Hahaha." Danzo laughed as he left.

Not long after Danzo had gone, Jiraiya arrived. He had actually been back in the village for some time, but he'd been busy gathering material and hadn't come to see the Third Hokage. Naruto's eruption of Nine-Tails Chakra had alerted him, though, so he hurried over.

"Looks like I'm still too late. Can someone tell me what happened? Ibiki, you tell me." Jiraiya spoke as he entered. When the Third Hokage saw Jiraiya arrive, he wanted to ask him a few things, but waited patiently until Jiraiya had heard the whole story.

After hearing everything, Jiraiya burst out laughing. "Hahaha! Just as I'd expect from my student. He's got my temperament."

The Third Hokage said to Jiraiya unhappily, "Naruto is your student, so can you tell me when his seal started loosening?" Everyone assumed the leakage of Nine-Tails Chakra meant that the seal had weakened.

"The seal weakened? Hmm. Hahaha! Have you gotten so old that you can't even tell whether the seal has weakened, Third? The seal on Naruto isn't merely weakening. It's already been undone." Jiraiya's revelation left everyone too astonished to speak.

Mitokado Homura managed to ask, "That's impossible. If the seal has been undone, why hasn't the Nine-Tails inside Naruto gone berserk?"

"Heh. Because Naruto has already become friends with the Nine-Tails, it won't go berserk. In other words, Naruto has become a Perfect Jinchuriki. He and the Nine-Tails inside him are partners." Jiraiya replied with a chuckle.

Hiashi had recovered by now. "That's not all. His bloodline has reverted to its ancestral state."

"Reverted to its ancestral state?" Utatane Koharu asked in confusion.

Hiashi said, "I spoke with Naruto earlier today and learned that he possesses both the White Eye and the Sharingan. He also has a Sage Body that's practically immortal. His bloodline has reverted almost all the way to that of his ancestors." The Third Hokage was so astonished he didn't know what to say.

Utatane Koharu still didn't understand what reverting to the ancestral state meant, but possessing three kekkei genkai at once was extraordinary. She was about to ask more, but the Third Hokage interrupted her. "I'll explain the bloodline reversion to you later. For now, I want to ask Jiraiya: has Naruto already learned the Flying Thunder God Technique?"

"Yes. I taught him both the Flying Thunder God Technique and the Rasengan. I came back this time intending to teach him the Summoning Technique too, then take him away to train for a couple of years. I never expected something like this to happen. Sigh, I suppose I'll have to go to Kumogakure and bring him back before we can figure out what to do next." Jiraiya said helplessly.

"Third, what are you planning?" "That's right, Third. This could lead to war." Utatane Koharu and Mitokado Homura asked nervously.

"I'm off, old man." Jiraiya used the Reverse Summoning Technique and disappeared.

Meanwhile, Naruto was carrying the Ninja he'd snatched from Ibiki and used the Flying Thunder God Technique to race toward Kumogakure as fast as he could. He reached the village in just one night.

Naruto used the Flying Thunder God Technique to teleport to the front of the Raikage's office building and shouted, "Raikage, get out here!"

The passersby nearby were startled by the child and began talking about him. A guard came over to drive Naruto away, but just as he reached out, Naruto slipped past his hand. Naruto's Rasengan struck him and sent him crashing through a window into the Raikage's office.

The Raikage's irritable voice rang out. "Which death wish brought you to Kumogakure to cause trouble?" Then a dark figure smashed through the wall and leaped down.

Naruto looked at the towering man before him and said, "You're the Raikage? Is this man one of your village's jonin?" As he spoke, Naruto tossed the Kumogakure shinobi he was holding down in front of the Raikage.

The Raikage glanced at the man at his feet. "That's right. He's a Ninja of Kumogakure."

"Good. This man sneaked into the Hyuga Clan while he was in Konoha and tried to abduct the Hyuga Clan's young lady. I caught him. The young lady of the Hyuga Clan is my love. So tell me, don't you owe me an explanation?" Naruto said calmly.

The Raikage looked at Naruto. "Kid, I don't know if what you're saying is true, but that doesn't give you the right to act arrogant in front of me."

"Lord Raikage, save me!" The Kumogakure shinobi lying on the ground pleaded with the Raikage.

The Raikage looked at him with contempt. "Useless. You've disgraced us. I'll settle things with you lot later. Now get out of here. Stop bringing shame on Kumogakure." He kicked the man away, sending him crashing through several walls before he finally stopped. He looked more or less crippled.

After kicking the Ninja away, the Raikage said to Naruto, "I'll deal with their crimes, but first I'm dealing with you. You've insulted the dignity of Kumogakure."

"Heh, just what I wanted. I've got plenty of anger to let out too. So where are we going to fight? I don't want to drag innocent villagers into this." Naruto replied without backing down.

The Raikage looked at Naruto with admiration. "Kid, I like you more and more. Come with me. I'll take you somewhere we can fight to our hearts' content."

With that, the Raikage set off. Naruto was just about to follow when a woman's voice called out, "Lord Raikage, you still have a lot of documents to deal with. You can't leave!"

Naruto saw a woman rush out of the office building carrying a pile of documents. At the sound of her voice, the Raikage walked even faster. Naruto hurried after him. Glancing back, he saw the woman staring at him resentfully over the stack of papers. That look made Naruto feel as if the Raikage had set him up, so he quickened his pace to get away from those eyes.

After catching up with the Raikage, Naruto said, "I think you set me up. You just didn't want to work and were using me as a human shield." Naruto thought, And you said it was about the dignity of Kumogakure. What a lousy excuse.

The Raikage was a little embarrassed when Naruto saw through his lie. He snapped angrily, "Enough talk."

The Raikage brought Naruto to a place called Cloud Gorge. A Ninja wielding several swords was there, teaching another female Ninja. Both of them wore Tailed Beast Chakra Cloaks. Naruto knew they were Kumogakure's Jinchuriki: Killer B, the Eight-Tails' Jinchuriki, and Yugito, the Two-Tails' Jinchuriki.

When the two saw the Raikage arrive, they stopped training. Killer B asked the Raikage, "Big Bro, what brings you here? Is something up?" Yugito greeted the Raikage too.

"Nothing much, B. I just can't stand this kid and want to beat him up," the Raikage said.

Naruto replied coolly, "We'll see who beats who."

As soon as he finished speaking, Naruto activated the Adamantine Sealing Chains. More than ten chains shot toward the Raikage. The Raikage hadn't expected the kid to attack by surprise. He swiftly dodged the Adamantine Sealing Chains and appeared above Naruto.

He swung a heavy punch toward the back of Naruto's head. Naruto hadn't expected the Raikage to be so fast. Fortunately, his keen sensory abilities let him detect the Raikage's trajectory in advance, and he had already sent Adamantine Sealing Chains out from his back. They blocked the strike. Otherwise, he would've lost.

The Raikage hadn't expected Naruto to block his attack, or that the chains could seal the Lightning Release Chakra coating his body.

That left the Raikage feeling constrained and deeply uncomfortable. He looked at Naruto, then disappeared again.

Naruto focused all his senses and threw a Kunai behind him. The Raikage dodged it, and Naruto quickly sent Adamantine Sealing Chains shooting forward. The Raikage dodged every one.

Just as the Raikage got close, another chain shot out from Naruto's chest. It was the last chain Naruto could produce for now. But as soon as it caught the Raikage, Naruto suddenly sensed danger.

"Damn, it's a Lightning Clone!" But it was already too late. The lightning from the Lightning Clone numbed Naruto with paralysis.

The Raikage appeared behind Naruto and said smugly, "Got you." But Naruto suddenly vanished.

The Raikage quickly turned around and saw Naruto standing more than ten meters behind him, a Kunai like the Fourth Hokage's at his feet. Looking at Naruto, the Raikage thought he was seeing the Fourth Hokage.

The Raikage looked at Naruto with a complicated expression and said, "The Flying Thunder God Technique. What was the Fourth Hokage to you?"

Naruto watched the Raikage warily and replied, "The Fourth Hokage was my father."
