Just as everyone was about to leave Tsunade's quarters, a figure walked in. They were startled to see who it was. Naruto and the others had never expected to run into this old man here-the old man Naruto disliked most, Shimura Danzō.
Tsunade frowned. "Danzo, what are you doing here?"
Danzo smiled. "Fifth Hokage, why I'm here isn't important. What matters is tomorrow's Five Kage Summit."
Tsunade's expression grew serious. "What about the Five Kage Summit?"
Danzo replied, "On my way here, I received intelligence that the summit's main purpose is to reach an agreement and organize an alliance of the Five Great Shinobi Villages to resist the Demon Race's invasion together. Since it will be an alliance, one village will need to take charge. That is why I came."
Everyone present was all too familiar with how Danzo thought. Minato said, "You mean you want Konoha to lead the alliance of the Five Great Shinobi Villages, Elder Danzo?"
Danzo nodded approvingly. "The Fourth Hokage is correct. The alliance of the Five Great Shinobi Villages needs the strongest village to lead it, and that village can only be Konoha. None of the other four great shinobi villages has the strength to rival us. Given that, I doubt they would dare complain if Konoha took the lead."
Although they had suspected it already, hearing that Danzo truly intended this still left them uncomfortable. Tsunade said, "An alliance must be reasonable and fair. I don't approve of using force to establish who leads it."
Minato shook his head as well. "Elder Danzo, doing this will bring the Five Kage Summit to a deadlock. The other four great shinobi villages won't agree with you."
Danzo looked at Minato, then at Tsunade. "I don't see any problem. If the Fourth Hokage and Fifth Hokage
