Background / History

Chen He participates in the interrogation of the captured Amegakure child ninja Li Tong alongside Hatake Sakumo. He dismisses Li Tong's claim of amnesia as a trick, but remains present when Yamanaka Oniichi is brought in to examine Li Tong's memories. 2

After Konoha accepts Li Tong as a defector, Chen He helps transfer him out of the Anbu facility. He explains that Li Tong had been part of an Amegakure infiltration team that killed three Hyuga chunin, blindfolds him during transport, and uses short-range teleportation to move him from the base into the forest. 5

Chen He then escorts Li Tong toward Konoha, obtains him new clothes, warns him about forest traps, and brings him to a cabin near a lake. He provides a monthly living allowance for one year and orders five Anbu operatives to monitor Li Tong and spread news afterward. 6 8

Despite his skepticism, Chen He takes his duty seriously. Commercial-District Arrest

Chen He arrives after Li Tong's Wind Release damages shops and injures civilians during his fight with Kuro-Maru. He arrests Li Tong, but later orders the Uchiha Military Police to move aside so Li Tong can attempt to save a severely injured civilian with the Mystical Palm Technique. 46 47

Report to the Hokage
