Background / History

Konoha is a major ninja village of the Land of Fire. In April of its thirty-second year, Hiruzen Sarutobi leads the village as Third Hokage while the Second Shinobi World War is expected to escalate into full conflict. The village contains over 14,000 professional ninja and nearly 150,000 ordinary residents. 8 26

Its size and flow of merchants, samurai, travelers, laborers, and tourists allow foreign agents to blend into civilian life. Spies from Amegakure, Kirigakure, Sunagakure, Iwagakure, and Kumogakure operate within the village, making counterintelligence a major concern. 23 26

On April 15, Konoha restarts Hiruzen's surrender-acceptance program by recruiting Li Tong, an Amegakure assassin captured after an infiltration mission. The initiative is intended to persuade enemy prisoners and rogue ninja that sincere defectors will receive fair treatment and protection. 4 8

The program has a poor record: eight comparable defectors had been recruited in the previous year, and all were presumed dead—four assassinated by their original villages, two killed on missions under suspicious circumstances, and two missing. Konoha had also lost more than ten personnel, including two Anbu, while attempting to protect such defectors. 4

Hokage Administration

• Hiruzen Sarutobi — The Third Hokage and Konoha's political leader. He oversees the surrender-acceptance program and considers Li Tong a possible catalyst for conflict between the Hyuga and Uchiha clans. 8 36
• Danzo — Hokage adviser and Root leader. He favors direct action against threats and dispatches Root operatives to test or eliminate Li Tong. 33 36 45
• Hatake Sakumo / White Fang — Konoha Anbu Captain. He recruits Li Tong, oversees his situation, and later authorizes him to eliminate foreign spies within the village. 4 25

Security Organizations

Clan Authority

• Major clans retain substantial autonomy within Konoha, particularly the Hyuga Clan, whose internal rules can supersede village law in clan matters. 16 36
• The Hokage can pressure clans politically but cannot easily prevent them from pursuing internally justified revenge without risking wider resentment. 16
• Hiruzen maintains balance by preventing either the Hyuga or Uchiha from becoming dominant; he views conflict between them as politically useful. 36

Policies

• Surrender-Acceptance Program — Captured enemy ninja may be recruited as Konoha ninja if they sever ties with their former village. Li Tong is made the first example of the restarted program. 4 8
• Covert Defector Protection — Defectors may receive secret Anbu protection, though this also functions as surveillance. 8 12
• Foreign Spy Elimination — White Fang permits Li Tong to identify and kill foreign spies operating inside Konoha, both to improve village security and to help Li Tong survive hostile factions. 25
