Imperial authority
The empire was initially ruled by Emperor Xue Ye. His authority was constrained by powerful ministers, princes, sects, and Soul Master factions; even the imperial treasury required joint authorization from princes and ministers 116.

Imperial Tutor
The position of Imperial Tutor became the empire’s most influential office under Lin Xiao.
- Xue Ye appointed Lin Xiao as tutor to Crown Prince Xue Qinghe and granted him access to imperial resources 14.
- The office ranked directly below the emperor; subjects were ordered to treat the Imperial Tutor as they would Xue Ye himself 14.
- Lin Xiao was temporarily stripped of his military command and suspended from the position after Prince Xue Xing encouraged Xue Ye’s fears of rebellion 53.
- After Lin Xiao saved Xue Ye from Star Luo assassins, he accepted restoration as Imperial Tutor and received the Vast Sea Bodyguard Shield, a national treasure 115.
- His return came with conditions: he would focus on military affairs and could access the imperial treasury, including soul bones and soul beasts 116.

Military and Political History
Appointment of Lin Xiao and the Star Luo War
The empire sought an Imperial Tutor through a Soul Power competition using an imperial crystal that measured a contestant’s power intensity 13. Lin Xiao won the contest and was elevated above nearly all officials, becoming tutor to Crown Prince Xue Qinghe 14.
When the Star Luo Empire crossed the border, Heaven Dou mobilized under Marshal Ge Long and Lin Xiao’s command. Lin Xiao employed artillery, light cavalry encirclement, and terrain-based ambushes against the Star Luo vanguard and central army 46 47 48. The campaign ended with Lin Xiao killing Wen Mo Douluo, prompting Star Luo to retreat 53.
Later, Emperor Davidson agreed to make the Star Luo Empire a vassal of Heaven Dou, which was thereafter called the Star Luo Kingdom 176. The two states subsequently formed an alliance against greater threats 177.
Auction turmoil and internal instability
The Heaven Dou Empire Auction displayed a fragmentary map said to lead to a god-level inheritance. Its starting price of 3,000 Holy Soul Coins made it effectively unattainable and triggered continent-wide competition for the map 84.
The auction’s aftermath threw Heaven Dou City into chaos, with deaths and fighting over auctioned items. Crown Prince Xue Qinghe intended to exploit the unrest to locate the auction house president and seize the Divine Remnant Map 87.
Conflict with Spirit Hall
After Spirit Hall destroyed the Blue Lightning Tyrant Dragon Clan and severely damaged the Seven Treasure Glazed Tile Sect, Xue Ye considered immediate war. The court instead recognized Spirit Hall’s overwhelming control of spirit-stone resources and the need for an alliance with Star Luo 172.
Lin Xiao later directed Heaven Dou to seek cooperation with both Star Luo and Spirit Hall against an impending foreign threat rather than pursue Spirit Hall’s destruction 177.
Assault on the Imperial Palace
A force led by the demigod Pika attacked the imperial palace with 30,000 Soul Masters, including 100 Titled Douluo 186 187. Heaven Dou’s defenders—including Dugu Bo, Snake Lance Douluo, Sting-Pig Douluo, Meng Shenji, and palace forces—were overwhelmed before Lin Xiao returned to confront the invaders 187 189.

Under Xue Beng and Lin Xiao, Heaven Dou joined Star Luo and the Spirit Hall Empire in defending Jialing Pass against the Heavenly God Army 228 230.
- Heaven Dou deployed a million-strong army led by Lin Xiao, with Dugu Bo and Sword Douluo Chen Xin at his side 230.
- Lin Xiao killed two God-level enemies, including one close to the God King realm, forcing the enemy’s retreat 232.
- Heaven Dou lost 8,000 Soul Masters and 30,000 soldiers in that battle 232.
- After the wider conflict, the three empires’ forces had been devastated; more than 80% of their Soul Masters were dead, and fewer than ten Titled Douluo remained 245.
