History
Second Great Ninja War
During Chiba’s escape from a battlefield with Xia Mu’s refugee group, they encountered several Rain Ninja units on a forced march. The units took no extreme action against civilians from their own country, allowing the refugees to leave the forest safely 16.
Under Hanzo, Amegakure sought to demonstrate enough strength to deter the great villages from deploying Tailed Beasts into the Land of Rain. In one battle recounted to Chiba, Hanzo used a forbidden technique and nearly killed an enemy Jinchuriki, but suffered severe injuries himself 157.
Amegakure’s expansion was constrained by surrounding great powers. Hanzo’s ambition to elevate it into a major ninja village helped provoke intervention by three great nations, which treated smaller countries as battlefields rather than allowing them to grow unchecked 346.
Conflict with Akatsuki
Hanzo offered Chiba and the other Akatsuki leaders positions under him, superior treatment, and personal instruction, presenting eventual leadership of the Rain Ninja as a possible reward 105. His subsequent campaign against Akatsuki exposed weaknesses in Amegakure’s reconnaissance: Nagato outperformed the sensory ninja Hanzo deployed, including specialists who sensed through rainwater 110.
Chiba’s flood attack devastated Hanzo’s army. Hanzo and nearby Earth Style users escaped underground, but many other Rain Ninja could not outrun the wave. The attack was credited with wiping out a three-thousand-strong army; Chiba also personally killed Hanzo 133 140.
Haiyuan’s Neutral Faction
Haiyuan, leader of the Rain Ninja Neutral Faction, intended to wait until Hanzo and Akatsuki exhausted each other before taking power. Although his faction had declared support for Chiba’s side, Haiyuan never intended genuine loyalty to either camp 141.
Zetsu arranged an agreement between Haiyuan and the Rock Ninja to eliminate Akatsuki. After the plot was exposed, Haiyuan’s men slaughtered Akatsuki’s advance squad and opened the border defenses. More than a thousand Rain Ninja joined over three thousand Rock Ninja in the resulting offensive 141 142.
During the fighting, the Rain contingent’s weak resolve became a liability. Their hesitation slowed the Rock Ninja’s offensive as well, giving Chiba’s group time to recover 148. Rain Ninja participation in the wider war subsequently increased the pressure on Konoha 170 185.
Alliance with Chiba and Political Reorganization
Later intelligence reported that Amegakure had sealed itself off and that a battle might have occurred. Chiba suspected Nagato and Konan’s involvement, but the report itself did not establish what had happened 229.
The Rain Ninja eventually deployed alongside the Snow Ninja against Iwagakure. Many middle- and upper-ranking Rain Ninja came from the young forces Chiba had left behind. Their grievances included Yahiko’s death, the destruction of Akatsuki comrades, and Iwagakure’s repeated interference in the Land of Rain 361 371.
After Chiba consolidated his territories into the Land of Akatsuki, Pain became Rain Kage. The Rain Ninja remained a distinct regional force within the new state 376 377.
