Background / History

Hiruzen was a direct descendant of the Sarutobi Clan. At five, he accompanied his family to Konoha and became a member of the village. His outstanding ninjutsu talent and clan background earned him a place among Senju Tobirama’s disciples at twenty. He later succeeded Tobirama as Third Hokage after his teacher died holding the rear during wartime 288.

Early in his administration, Hiruzen preserved Tobirama’s institutions and gradually redirected resources from clan ninja toward civilian ninja. He took the civilian-born Orochimaru and Jiraiya as disciples and also taught Tsunade. His early decisiveness, benevolence, and ninjutsu expertise earned him the titles Ninja Hero and Ninjutsu Doctor 217 288.

After the war, his priorities shifted toward his own clan and children. He reduced support for civilian ninja and began treating accomplished figures such as Orochimaru and Hatake Sakumo as threats to his position. His eventual aim was hereditary Sarutobi control of the Hokage office, a plan he openly acknowledged when confronting Yakushi Nonō 234 281 288.

Personality

Hiruzen’s later conduct contrasts sharply with his early reputation. Once a capable administrator who cultivated talented subordinates, he became increasingly suspicious of successors and unwilling to relinquish authority. Orochimaru’s Academy reforms unsettled him both because they might provoke opposition and because their success might make Orochimaru acceptable as the next Hokage 267 288.

He distinguished loyalty to Konoha’s institutions from loyalty to him personally. Nonō’s competence and obedience were insufficient unless she married Shinnosuke and joined the Sarutobi family. He likewise expected subordinates to perform discreditable work while preserving the Hokage’s public image 202 281.

His attachment to his family did not prevent frustration with its members. He privately described his two sons as a simpleton and an arrogant troublemaker, and angrily criticized Sarutobi Kumo’s failed assessment of Sun Keiyun. During his trial, he finally recognized that his pride had blinded him to his opponents’ growth 246 286.

Abilities & Skills

Ninjutsu Expertise

Hiruzen possessed a broad ninjutsu repertoire and was respected as the Ninjutsu Doctor 246 288.

  • Earth Release: His mastery exceeded Orochimaru’s; the latter placed Hiruzen and Ōnoki above himself in this field 36.
  • Water Release: He retained numerous techniques inherited from Tobirama. He believed they would remain useful in Kirigakure, although their power did not equal his teacher’s 287.
  • Fire Release knowledge: He challenged Kumo’s claim of proficiency by asking how many Fire Release techniques he actually knew 246.
  • Teaching: Orochimaru inherited almost all of Hiruzen’s ninjutsu 36.

Reaper Death Seal

Uzumaki Kushina explicitly confirmed that Hiruzen knew the Reaper Death Seal 174.

  • Sacrifices the user’s soul to summon a death god and seize enemy souls 174.
  • Can claim more than one victim, depending on how long the user’s soul endures 174.
  • Its existence made Sun Keiyun wary of attempting a direct, forceful takeover 174.
  • Hiruzen consulted a scroll containing the technique while worrying about Orochimaru’s growing influence; no use by him is documented 267.

Chakra Sensing and Surveillance

  • Observed an Academy confrontation and Keiyun’s reading through a crystal ball 16.
  • Used Tobirama’s chakra-sensing technique to scan the conference room before speaking candidly to Nonō 281.
  • Failed to detect the concealed audience because his scan searched for chakra rather than Pure Yang True Essence 281.

Mobility and Concealment

  • Used repeated Body Flicker Techniques to reach Konoha’s gate during his escape 287.
  • Created Shadow Clones to misdirect observers before entering the forest 287.
  • Retained practiced, efficient movement and track concealment despite years away from the battlefield 287.
  • Knew Konoha’s barrier thoroughly enough to believe it could not prevent his departure 287.

Political Administration

  • Used appointments, access to resources, and family ties to influence succession 202 218 281.
  • Approved Uchiha Kusuhi’s appointment as frontline commander partly to create a second power center within the Uchiha Clan 210.
  • Accepted a plan to prolong the front’s stalemate, encouraging repeated Mangekyō use and its associated risk of blindness 210.
  • Ordered Minato to preserve balance against Kumogakure rather than advance decisively 305.

Equipment / Items

  • Crystal ball — Used to watch Academy students remotely 16.
  • Hokage hat and God-robe — Symbols of office; surrendered during his dismissal 282.
  • Pipe — Smoked while reconsidering the Academy reforms and his disciples’ influence 267.
  • Kunai — Used to cut his arm so Keiyun could demonstrate Healing Light 246.
  • Scroll of Seals — Controlled access to Konoha’s advanced techniques and unsealed Keiyun’s selected jutsu before handing them over 247.
  • Sealing scroll containing Reaper Death Seal — Consulted after his tense discussion with Orochimaru about educational reform 267.

Relationships

  • Senju Tobirama — Teacher and predecessor. Hiruzen inherited his institutions, ninjutsu, and the Hokage office 112 287 288.
  • Orochimaru — Once his favored disciple, later a succession rival whom he repeatedly sidelined. Orochimaru ultimately replaced and killed him 190 210 282 287.
  • Jiraiya — Disciple and wartime commander. Hiruzen described his continued command as a reward for being sensible and obedient 168 281.
  • Tsunade — Disciple who joined his impeachment and helped oversee his trial 282 283.
  • Shimura Danzō — Longtime associate in political suppression and covert work. Danzō’s final letter condemned Hiruzen’s refusal to surrender power; Hiruzen resented being assigned sole blame for their shared decisions 202.
  • Hatake Sakumo — Accomplished ninja whose reputation Hiruzen and Danzō deliberately sought to ruin. Hiruzen later admitted that they expected him to abandon the Hokage race, not commit suicide 202.
  • Yakushi Nonō / Cloud Fox / Snow Fox — Root leader whom Hiruzen hoped to bind to his family through marriage. She instead exposed his intentions and prosecuted him 202 281 283.
  • Sarutobi Shinnosuke — Son and intended heir. Hiruzen placed him in Root to encourage a marriage with Nonō, unaware that his actual lover was Shana 218 281.
  • Namikaze Minato — Favored Hokage candidate. Keiyun initially deduced that Hiruzen intended him as a transitional successor before Sarutobi family rule 168 183.
  • Akimichi Torifu — Fellow disciple of Tobirama who served as Hiruzen’s defense counsel despite disagreeing with him 283.
  • Sun Keiyun / Kamiya Keiyun — Orochimaru’s disciple. Hiruzen valued his support techniques without realizing that he belonged to the movement opposing his rule 246 247 280.

Story Role / Major Arcs

Academy Observation and the Kamiya Interrogation

Hiruzen first appears watching Kakashi and Obito’s confrontation through a crystal ball. He also notices Kamiya Keiyun’s interest in Konoha and the Will of Fire and considers the students’ futures 16.

After Shimura Ken is poisoned, Hiruzen visits Konoha Hospital and intervenes when Danzō orders Root to arrest the Kamiya family. He instead brings them to the Hokage Building for a panel interrogation, mindful of the political consequences of offending the shrines 82.

Orochimaru’s Return to Command

When Orochimaru’s three disciples are reported missing, Hiruzen initially treats their presumed deaths as losses that can be compensated by new students. Orochimaru rejects that response. Hiruzen eventually removes Uchiha Fugaku for poor command and appoints Orochimaru overall commander against Kirigakure 190.

Orochimaru’s victories then become a political problem for Hiruzen. With Nonō’s advice, he recalls his disciple and offers him the Academy principalship rather than another military command. The proposed educational expansion becomes a source of anxiety as Orochimaru and Tsunade gain influence through it 197 210 233 267.

Root and the Failed Marriage Alliance

Following Danzō’s death, Hiruzen reviews dossiers exposing Root’s covert activities, including the elimination of business competitors for the Shimura and Sarutobi families. Unable to identify a safer replacement, he retains Nonō and proposes integrating Root into Anbu 202.

He then attempts to secure Root through Shinnosuke’s marriage to Nonō. Believing the relationship was developing as intended, he increasingly trusts her political advice. In reality, Nonō facilitates Shinnosuke’s relationship with Shana and works with Keiyun, Orochimaru, and Tsunade against Hiruzen 209 280 281.

Keiyun’s Ninjutsu Exchange

Hiruzen promotes Keiyun to Chūnin and requests demonstrations of Blessing Wind and Healing Light. The latter heals his deliberately inflicted wound instantly and leaves him unable to identify its nature 246.

He exchanges access to two S-rank and two A-rank techniques for Keiyun’s written jutsu. Beyond their military value, he imagines Keiyun founding a new hereditary bloodline family that would be easier for him to manage than Konoha’s established clans 247.

Exposure and Dismissal

On April 5, Great Harmony Year Four, Hiruzen discovers that Shinnosuke’s lover is Shana, not Nonō. His ensuing confrontation exposes his intention to make the Hokage office hereditary and his willingness to have Shana killed to clear the marriage arrangement 281.

Nonō reveals that clan heads and influential ninja have witnessed the conversation. Orochimaru, Tsunade, Koharu, and Homura join her impeachment, and the assembled representatives vote to dismiss him 281 282.

  • For dismissal: 35 votes 282.
  • Against dismissal: 2 votes 282.
  • Abstentions: 3 votes 282.

Hiruzen removes his God-robe and transfers his duties, Anbu authority, the Scroll of Seals, and the office’s sealing systems to the newly elected Orochimaru 282 283.

Trial and Financial Audit

Nonō prosecutes Hiruzen while Torifu serves as his defense counsel. Questions address Tobirama’s death, Uchiha Mirror’s fatal assignment, Hiruzen’s wartime decisions, and village finances 283 284.

The accusation that Hiruzen deliberately exposed Tobirama’s party to ambush is disputed by Koharu and Homura, who regard his younger self as sincerely devoted to the village 283.

The financial audit presents the following twenty-year totals:

Category Amount
Daimyo funding 400 billion ryō 285
Private commissions 66.8 billion ryō 285
Combined funds 466.8 billion ryō 285
Distributed to ninja 189.8 billion ryō 285
Unaccounted-for funds charged as embezzlement 277 billion ryō 285 286

Hiruzen is convicted, sealed, and imprisoned in Root Prison. Li Qing’s Gravity technique prevents an attempted escape during the proceedings 286.

Escape and Death

After escaping confinement, Hiruzen chooses Kirigakure as his intended destination. He hopes to exploit the inexperienced Yagura and use Tobirama’s Water Release techniques to establish influence there 287.

Keiyun meets him near Konoha’s deliberately unguarded gate but does not physically stop him. Hiruzen recognizes that his route has been arranged to lead him to Orochimaru at the Valley of the End 287.

During their final confrontation, Hiruzen recalls an earlier visit with his students while secretly forming seals for Water Collision Wave inside his sleeve. Orochimaru kills him with an invisible, inaudible sound-wave attack traveling at 340 meters per second before he completes three seals. His body sinks into the lake and is consumed by fish 287.

Aftermath

  • Orochimaru and Nonō move against the Sarutobi Clan immediately after Hiruzen’s death 288.
  • The clan’s eventual surrender reveals hidden wealth estimated at four hundred billion yen 294.
  • The former clan grounds are seized and redeveloped into a Legislative Plaza bearing the Konoha Code 302.
  • News of Hiruzen’s death and Orochimaru’s takeover provokes reactions across the major ninja villages 301.

Trivia

  • Academy history books hail him as the Strongest Hokage and devote most of their historical coverage to his accomplishments; Tsunade is angered by the limited treatment of the First and Second Hokage 217.
  • He proposes Konohamaru as the name of Shinnosuke and Nonō’s hypothetical child 281.
  • His age is inconsistent: the trial identifies him as 55, while the retrospective biography gives his age at death as 51 283 288.
  • Accounts also differ on which war saw Tobirama’s death: the trial places it during the First Great Ninja War, while the retrospective biography labels it the Second Shinobi World War 283 288.
