Background / History

Shisui served simultaneously in the Uchiha Military Police Force and the Anbu. He was among the few Anbu personally approved to work directly under the Third Hokage, Sarutobi Hiruzen, making him a trusted Konoha operative despite his Uchiha affiliation 2.

Initially, Shisui believed that Konoha and the Uchiha could coexist if their misunderstandings were resolved. He sought to mediate between them rather than choose one side over the other 3. After Uchiha Gin revealed the political struggle over the Military Police Force and showed him Konoha’s hidden history through genjutsu, Shisui’s faith in the village leadership was severely shaken 3.

He nevertheless chose to act as a “firewall” between Konoha and the Uchiha: if either faction crossed a line, he intended to use Kotoamatsukami to stop them 13. He later used the technique on Hiruzen to redirect the Hokage’s attention away from the Uchiha, then accepted Gin’s plan to publicly defect and infiltrate Akatsuki 24 25.

Shisui escaped Konoha after a staged battle with Gin, during which Gin publicly accused him of trying to steal his Mangekyō Sharingan. The village and Uchiha Clan subsequently treated him as an S-rank missing-nin, while Gin covertly supplied him with intelligence on Akatsuki 24 26.

Personality

Shisui is idealistic, earnest, and deeply committed to preventing conflict. His original goal was reconciliation between the Uchiha Clan and Konoha, and he trusted that honest mediation could solve their hostility 3.

Learning about Konoha’s treatment of the Uchiha and the actions of its leadership made him more suspicious, pragmatic, and willing to employ deception. He still prioritizes peace, but accepts defection, espionage, mental manipulation, and violence as necessary tools to protect both the village and his clan 23 24 31.

His loyalty remains divided. Even as an Akatsuki member, he secretly gathers intelligence for Konoha and seeks to prevent the village from destroying the Uchiha 31 39. His hatred of Shimura Danzō, however, is direct and personal, particularly because of Danzō’s theft of Uchiha eyes and role in worsening the clan’s persecution 36 38.

Konoha–Uchiha Mediation

Shisui begins as a Konoha-loyal Uchiha seeking reconciliation. Gin’s revelations force him to recognize that the conflict is rooted not only in the Nine-Tails Incident, but also in Konoha’s desire to control the Military Police Force 3.

The Firewall Plan

After being questioned by Hiruzen, Shisui resolves to remain between the village and clan, intending to use Kotoamatsukami on whichever side threatens peace 13. He later reveals the technique to Gin and proposes using it against the Konoha leadership 22 23.

Staged Defection

Shisui uses Kotoamatsukami on Hiruzen, battles Gin publicly, and escapes Konoha under the appearance of a Mangekyō user attempting to steal Gin’s eyes. He becomes an S-rank missing-nin and a target of the Uchiha Clan’s bounty 24 25 26.

Akatsuki Infiltration

After entering Akatsuki’s outer organization, Shisui draws Obito’s attention, tests the man’s claim to be Madara, and battles Kamui with Body Flicker and Kotoamatsukami 27 28 29. He later becomes an official Akatsuki member while remaining committed to reporting its threat 31 32.

Amegakure Operation

Assigned with Biwa Jūzō to eliminate Danzō during Akatsuki’s takeover of Amegakure, Shisui pursues Danzō through the conflict and kills him despite Obito’s attempt to preserve Danzō for his own plans 36 37 38. He also creates a covert Shadow Clone to send intelligence from the operation back toward Konoha 39.
