- Internal access: Only one passage connects each level, allowing defenders to control movement between floors 451.
- Surveillance: Guards monitor the prison through Den Den Mushi. Destroying the fifth level's surveillance delayed reports of Qin Yu's riot 445 453.
- External defenses: Impel Down stands in the Calm Belt, amid Sea Kings deliberately gathered to strengthen its natural defenses. Marine battleships patrol outside its walls 453 460.
Administration
- Magellan — Warden during Qin Yu's breakout and the prison's principal combat defender. He reported the escape and destruction to Fleet Admiral Sengoku 445 458 1141.
- Hannyabal — Deputy Warden who attempted to suppress the fifth-level riot after Magellan went to Level Six 449 452.
- Sadi and the Four Jailer Beasts — Took positions with Hannyabal at the entrance to the fourth level 452.
- Shiryu — Former senior prison officer held near Level Six during the breakout; he subsequently left with Qin Yu as the operator of a seized Marine ship 471 462.
Qin Yu's Prison Break
Qin Yu appeared as an unrecorded prisoner on Level Five. Black Flame killed prisoners there, prompting Magellan to investigate Qin Yu's background while the surveillance room called for support 445 453. Qin Yu then took on the skeletal form of Ainz Ooal Gown, raised dead prisoners as soldiers, and rallied survivors to fight their way upward. He sent much of the skeletal army to obstruct Magellan at the passage from Level Six 450 451.
The rioters breached the gates between Levels Five and Four and advanced toward Level Three before Magellan learned how far they had progressed 453. During the confrontation on Level Four, Qin Yu cast the super-tier spell Fallen Down. Its pillar of light collapsed the first level, pierced the levels below, and left the prison in ruins. Qin Yu escaped through a teleportation gate without waiting to see which other prisoners survived 457.
Magellan reported that Qin Yu had escaped and that Impel Down had fallen 458. The disturbance also reached Level Six: Magellan later suppressed unrest there, while reports identified several high-profile Level Six prisoners among the escapees. The incident became known as the prison's largest breakout in history 461 471 473.
Later Status
- The World Government and Marine Headquarters treated the breakout as a major security failure; Qin Yu was identified as its mastermind 458 473.
- Impel Down was later completely sealed so outsiders could not enter. Magellan subsequently appeared with Commander-in-Chief Kong as a reinforcement at Marine Headquarters 1140 1141.
