This is the conclusion of GT 17. Many criticize Super 17 as a boss; his setup felt too abrupt, his characterization incomplete, and his emotional depth nonexistent.
It would have been perfect if they had depicted the psychological evolution of 17 from the Z era to the GT era, along with memories of Android 16 and moments shared with his sister.
In summary, the boss designs in GT were perfect, but 64 episodes were too short. The lack of character development made things feel abrupt, and the supporting cast had little screen time, serving mostly as background characters while Son Goku carried the weight of the show.
It would have been much more reasonable to have the others handle the weaker Shadow Dragons while Son Goku and Vegeta dealt with Omega Shenron and Nuova Shenron, rather than forcing Son Goku to do everything alone and end up as a glorified battery.
