Geography

  • The world contains mountains, plains, deserts, island territories, and snowy regions. Its blue skies and green landscape contrast sharply with the moon’s gray-white environment 208 246 286 336.
  • Resources are unevenly distributed: the Five Great Nations possess substantial resources and established ninja villages, while many smaller countries cannot adequately support a village of their own 84.
Region Major Settlement / Site Documented Features
Land of Fire Konoha; Kikyo Mountain Kikyo Mountain lies in the northwest, forming a strategic border route for Sunagakure invasions. Its abandoned castles date to the Second Hokage’s time 5.
Land of Wind Sunagakure; Ancient Kingdom of Rōran The largest of the Five Great Nations by territory, but approximately 80% desert. Scarce resources restrict the number of ninja it can support 4 286 288.
Land of Earth Iwagakure Iwagakure stands among barren mountains in the north, with gray-white stone buildings extending up the slopes 259.
Land of Lightning Kumogakure Kumogakure lies deep within cloud-covered mountain ranges. Gentō identifies the country as the source of the Ninja World’s finest beef and red wine 230 347.
Land of Water Kirigakure Mainly composed of islands. Kirigakure is covered in year-round fog; during Yagura’s rule, its narrow streets and low houses appear impoverished and oppressive 94 336.
Land of Hot Water Blue Tide Port; Hidden Xuan Village The Uchiha establish their independent village beside a prosperous harbor, which later becomes the center of Gentō’s government 87 89 305.
Land of Iron Five Kage Summit venue A formerly neutral country covered in snow and ice year-round, defended by samurai rather than ninja 246.
Land of Snow Hidden Snow Village Despite its name, Gentō encounters mild, lush scenery. The country produces highly regarded oats and wooden goods 347.
Ancient Kingdom of Rōran Dragon Vein; reconstructed city Located in the northeastern Land of Wind. Its Dragon Vein can disrupt space and time and supply enormous quantities of energy 294 303.

History

Origins of Ninja Society

Natural energy existed before Kaguya Ōtsutsuki planted the God Tree and before the resulting ninja system emerged. Gamamaru could already use senjutsu before Kaguya’s arrival 409.

Hagoromo, the Sage of Six Paths, founded Ninshū and shared chakra and ninjutsu with the world’s people. He also divided the Ten-Tails into nine conscious Tailed Beasts 420.

Hashirama Senju ended the Warring States period and founded Konoha. The resulting one-village, one-nation system paired hidden villages with countries: daimyō supplied their villages, while ninja performed missions and provided protection. This arrangement endured until Gentō’s imperial unification 288 303 397.

Third Shinobi World War

At the beginning of Gentō’s story, Konoha is fighting Sunagakure, Iwagakure, Kumogakure, and Kirigakure simultaneously. Its casualties include an Uchiha clan head killed against Kumogakure and a Hyūga commander whose Byakugan is taken following an eastern-front defeat 2.

Gentō identifies Sunagakure’s planned attack through Kikyo Mountain as a major threat. His subsequent defeat of Sunagakure and imposition of an unequal treaty spread across the Ninja World, prompting the other great villages to reassess Konoha’s strength and seek peace talks 4 21.

Hidden Xuan’s Emergence

Konoha’s suspicion and suppression lead the Uchiha to leave. The Land of Hot Water’s daimyō announces Yugakure’s dissolution, grants Gentō the title of National Guardian Duke, and awards him Cloudspring Harbor, which he renames Blue Tide Port 87 225.

Gentō transports the entire Uchiha Compound from Konoha to a site beside the port. The clan establishes Hidden Xuan Village and adopts the Uchiha fan crest for its forehead protectors 89.

The new village’s expanding mission business unsettles its competitors. Kumogakure sends 1,000 ninja to demand compensation, a share of future high-rank mission income, restrictions on commissions, and public recognition of its leadership. Gentō refuses, and the Uchiha repel the attack 108 110 124.

Fourth Shinobi World War

Hiruzen mobilizes nearly 10,000 ninja as the Fourth Shinobi World War begins. The conflict becomes a prolonged stalemate: invading villages focus on plunder, while Konoha’s commanders prioritize preserving their forces. The Land of Fire loses territory and suffers the heaviest casualties 126.

Hidden Xuan initially remains outside the fighting and takes commissions that the belligerents lack manpower to complete. Over three years, the Uchiha reach 6,569 clan members and more than 3,000 ninja, with fewer than thirty mission deaths 126.

Gentō later intervenes against Kumogakure. After the war, Konoha’s mission commissions fall by nearly 40%, while clients increasingly choose Hidden Xuan for its reliability 158 166.

Territorial Expansion

Iwagakure accepts annexation under an explicit threat of destruction. Kurotsuchi secures its continued daily life, mission operations, limited autonomy, and her appointment as the next Tsuchikage 260.

Hidden Xuan’s northern holdings grow into a nearly continuous territory encompassing the Lands of Lightning, the Moon, Iron, Rice Fields, Waterfalls, Earth, and Hot Water. The daimyō of Fire, Wind, and Water respond by secretly planning a coordinated attack 265.

By the leadership meeting in Blue Tide Port, Hidden Xuan controls half the Ninja World. Elder Shin Gen describes a strategic stalemate between one superpower and several remaining major powers; Gentō instead commits to unification and orders preparations for conquest and administration 305 306.

Tsunade agrees to bring Konoha into Hidden Xuan. Gentō then restructures the village, redistributes residents across his territories, and introduces ninja registration to strengthen political integration 313 324.

Imperial Unification

The conquest of the Land of Wind completes Gentō’s territorial campaign. His remaining requirement is an enthronement ceremony, scheduled for half a month later 395.

At the ceremony, broadcast throughout the Ninja World, Gentō becomes the First Emperor and declares the first year of the Divine Emperor Calendar. He abolishes the old ninja-village and nation system, incorporates all territories and people into Hidden Xuan, and reorganizes former countries into provinces 397.

Government

Imperial Administration

Institution / Measure Function
First Emperor Gentō holds supreme rulership over the unified Ninja World 397.
Daijō-kan Supreme state institution overseeing judicial, executive, and legislative authority, with the three powers separated 397.
Seven Departments Council, Administration, Censorate, Accounting, Military Affairs, Foreign Affairs, and Ministry of Justice 397.
Provinces Replace the territories of the former countries within the unified state 397.
Ninja Identification Registered ninja receive identification codes intended to make every ninja traceable 324.
Regional Guard Units Establish security throughout the world and protect residents from theft, violence, and abuse 415.

Integration Policies

  • Relocation incentives: Housing, land, property, and clan-specific benefits encourage Konoha’s inhabitants to settle throughout Hidden Xuan’s territories 324.
  • Registration rewards: Each registered ninja receives three prize draws, with possible rewards including equipment, techniques, property, and land 324.
  • Administrative recruitment: Gentō employs capable people regardless of background, addressing the shortage of personnel needed to govern conquered settlements 266 336.
  • Imperial succession symbols: The Time-Stop Demon Blade, Imperial Seal, and Jade Seal become the three sacred treasures of succession 397.

Economy and Development

Mission Economy

  • Guard duty, escort work, and subjugation commissions provide major sources of ninja employment 126.
  • Before unification, villages compete over a mission market whose total volume remains largely unchanged. Hidden Xuan’s gains therefore reduce commissions available to other villages 108.
  • During the Fourth Shinobi World War, Gentō doubles most mission fees and increases S-rank fees fivefold. Demand still exceeds Hidden Xuan’s capacity because of its reputation and near-perfect completion rate 126.
  • Gentō proposes mixed teams of one Uchiha and three Konoha ninja, allocating 70% of their earnings to the Uchiha and 30% to the Konoha members 166.

Reconstruction and Infrastructure

Area Development
Agriculture Rōran’s sands become greenery; Temari and Sara plan a major livestock industry. Farmland expands and granaries fill 415.
Water and Food Supply The Land of Water’s water shortage is resolved, and its seafood is distributed to households across the world 415.
Transport Passages through the Land of Earth’s rocky mountains and interconnected cement roads link the Ninja World 415.
Housing and Welfare Refugees gain permanent homes; ordinary people receive land and grain 415.
Education Schools are built, while Konoha’s reconstructed academy expands to a scale matching Blue Tide Port’s 415 424.
Urban Planning Rebuilt Konoha gains broader walls, major roads, reorganized training grounds, and expanded residential districts 424.
Electricity Blue Tide Port achieves widespread electrification. Gentō plans to extend power infrastructure to other regions within three years 431.

Ninja Society and Cultivation

Rank and Access to Techniques

  • Recognized ninja strength categories include Genin, Chūnin, Special Jōnin, Jōnin, and Kage 348.
  • Formal rank does not always reflect combat ability. Naruto and Sasuke remain genin despite their exceptional strength and dismiss the Chūnin Exams as an adequate measure of it 282 387.
  • Ninja clans traditionally guard their secret techniques and screen even their own members before teaching them. This preserves clan advantages but restricts exchange and allows techniques to disappear when clans decline 177.
  • Advanced techniques are difficult to obtain without the right birth or teacher. Sakumo Hatake becomes a renowned fighter through basic techniques and family swordsmanship despite lacking access to Konoha’s most advanced ninjutsu 327.
  • Social mobility is similarly restricted: farmers, merchants, officials, and ninja generally inherit their parents’ occupations, although civilian-born Sakura becomes a ninja 336.

Chakra and Natural Energy

Power / Training System Properties and Limitations
Chakra Combines vital and spiritual energy. Innate elemental affinities affect learning, but additional chakra natures can be mastered through training 10.
Ninjutsu Power depends partly on the user’s chakra reserves; the same technique can produce dramatically different results in different hands 99.
Traditional Senjutsu Mount Myōboku training risks toadification and petrification; Ryūchi Cave training risks loss of reason and snakeification; Shikkotsu Forest’s method is difficult and depletes lifespan 409.
Human Natural-Energy Cultivation Gentō obtains a complete system suited to widespread human use, without the animal-transformation risks of traditional methods 395 409.
Nature Faith Promotes science and technology and grants access to the new cultivation method through contributions to industry, agriculture, personal development, and reconstruction 410.

Gentō rejects reserving natural-energy cultivation for his descendants. The method can potentially empower people without ninja aptitude and provides a native means of harming Ōtsutsuki, against whom ordinary chakra is ineffective 409 410.

Threats and Defenses

Ōtsutsuki Threat

  • The Great Toad Sage foresees white figures massacring ninja, Tailed Beasts, and Kage-level fighters before trapping Gentō and destroying the world. He considers this future uncertain because Gentō’s fate cannot be clearly read 244.
  • The Sage of Six Paths later senses Ōtsutsuki pursuers approaching from beyond the stars. They carry the remains of a destroyed planet, embodying that world’s resentment; even slight contact could drain the Ninja World’s vitality 420.
  • Gentō treats unification and mass natural-energy cultivation as preparations for collective resistance, rather than relying exclusively on individual defenders 215 409 410.

Planetary Concealment

  • Gentō uses Shinjutsu: Divine Concealment to hide the entire planet and its traces from outside detection 421.
  • Locating the concealed world requires Clairvoyance or a comparable ability. The concealment is not presented as an absolute barrier against discovery 421.
  • Gentō avoids continuously diminishing the world’s presence because the energy cost could leave him weakened if an enemy penetrated the concealment 421.
  • Only a few highly perceptive figures notice the initial change, including Kaguya, Hagoromo, Hashirama, and Madara 421.

Internal Opposition and Readiness

  • Kara establishes covert bases and develops an “Ultimate Weapon” while preparing revenge against Gentō 347 358.
  • The Ōtsutsuki Sect manipulates villagers’ beliefs and memories. Gentō counters the manipulation while preserving memories needed to investigate its abuses 358.
  • Peace reduces some ninja’s willingness to maintain their combat skills. Gentō intends to use the Sage’s warning to renew their sense of urgency 421.
  • After imperial unification, an unnamed bandaged shinobi declares peace a mistake and vows to reset the world, introducing renewed opposition to Gentō’s order 431.

Future Memories and Prophecies

The account of unification and escalating invasions in Chapters 173–174 belongs to a future lifetime remembered by Gentō. He later explicitly compares his current expansion with that remembered lifetime; it should not be treated as the completed outcome of the main narrative 173 174 266.

Point in the Remembered Future Event
Konoha Year 73 Twelve-year-old Mirai graduates while Gentō’s forces defeat an alliance led by the Lands of Wind and Earth 173.
Mirai aged fourteen Iwagakure falls, Ōnoki surrenders, Rasa dies, and Gentō completes his conquest before establishing the Divine Emperor Calendar 173.
Divine Emperor Year Ten Momoshiki and Kinshiki arrive during the Chūnin Exams and are subdued by Gentō’s defenders 173 174.
Year Eleven Urashiki attacks and is captured through Gentō’s preparations 174.
Year Twelve Isshiki emerges after years of hiding and causes unrest in several cities 174.
Year Fifteen and afterward Stronger invaders wound Gentō and kill several of his children. He consumes a God Tree Fruit, secures victory, and resurrects the fallen with Cards 174.
Final recorded assault Four Ōtsutsuki overwhelm the defenders’ strongest techniques, leaving the Ninja World facing its gravest crisis 174.

The Great Toad Sage’s separate vision is also a warning rather than a fixed outcome: earlier prophecies have already been overturned, and Gentō remains the uncertainty that could prevent destruction 244.
