Background & History

Water 7 is a magnificent island and the world's largest shipbuilding center, located on the Grand Line 112 116. The original landmass forming the island's body sank long ago due to sea currents, but its ancestors drove stone pillars into the seabed to build a city of water above the sea's surface 116. Eight hundred years ago, craftsmen on the island designed the ancient warship Pluton and laid the foundational stone structure of the city 112 164. The island faces severe threats to its existence, including rising sea levels and an annual colossal tsunami known as "Aqua Laguna" (or "Water Gods"), which force the city into a cycle of rising sea levels and economic decline 116.

Because shipbuilding timber and steel must be imported from other islands, fierce seas and pirates constantly disrupt trade, throwing the city into economic hardship until the legendary shipwright Tom proposes and builds a steam train that travels on the sea (the Sea Train) to save Water 7 116. Tom receives a ten-year suspended sentence to construct it 116. Nine years later, as the Sea Train nears completion, the island holds a long-awaited Mask Carnival 116. During this time, the island becomes the center of a massive global power struggle when it is revealed that Pluton's design blueprint is held by Tom 112 116. The city falls under siege by the World Government, culminating in a Buster Call led by Vice Admiral Doberman 135 143. However, due to its unique 800-year-old stone pillar construction, the city proves nearly indestructible to the naval bombardment, surviving the catastrophic attack before the remaining residents and shipwrights eventually evacuate or escape 158 164 166.
