Earth, Konoha.
Thousands of shinobi had gathered in the plaza in front of the Hokage Building.
Naruto, Sasuke, Sakura, Kakashi, and the other core members of the Allied Shinobi Forces stood at the front. Behind them were elite shinobi from the Five Great Shinobi Villages.
The Third Hokage stood on the raised platform, looking out at the crowd. A hint of relief flickered in his eyes.
"Shinobi," the Third Hokage began, his voice carrying across the plaza, "today, we have gathered here to celebrate the most important moment in the history of the Shinobi World."
"Xingye, a young shinobi, led the Allied Shinobi Forces to accomplish an immortal feat."
"He not only eliminated the threat of the Ōtsutsuki Clan, but also reformed the order of the Shinobi World, ushering in true peace."
Thunderous applause and cheers erupted from the crowd.
The Third Hokage continued, "Xingye is a hero of the Shinobi World and an example for all of us."
"Today, we will hold a grand ceremony to honor Xingye's achievements and announce a new era for the Shinobi World."
Another wave of enthusiastic applause rose from the crowd.
Just then, Xingye appeared in the center of the plaza.
Behind him followed Naruto, Sasuke, Sakura, Kakashi, and Kaguya Otsutsuki, who had just returned from the Otsutsuki Home Planet.
At the sight of Kaguya, the crowd fell silent. Every shinobi fixed their gaze on the woman who had once been called a "witch."
A faint smile touched Kaguya's face. Her chakra was gentle, nothing like the monster from the legends who had cast the Infinite Tsukuyomi.
The Third Hokage walked up to Kaguya and bowed slightly. "Lady Kaguya, thank you for your help."
Kaguya shook her head. "Lord Third, there's no need."
"Xingye helped me understand what true peace means. I'm willing to live in peace with the Shinobi World."
The Third Hokage nodded, then turned to face the crowd.
"Shinobi," the Third Hokage said, "Lady Kaguya has abandoned the Infinite Tsukuyomi and chosen to live in peace with the Shinobi World."
"This is the most important turning point in the history of the Shinobi World."
Thunderous applause broke out. Though many shinobi still had doubts about Kaguya, seeing how much Xingye trusted her, they chose to trust him.
Ceremony Begins
The Third Hokage announced that the ceremony was officially underway.
First, the Five Kage presented Xingye with the Shinobi World's highest honor—the "Guardian of the Shinobi World" medal.
The Raikage stepped up to Xingye and solemnly pinned the medal to his chest. "Xingye, you're the greatest shinobi in the history of the Shinobi World."
"Your achievements will be etched in its history forever."
Xingye smiled faintly. "Lord Raikage, it was my duty."
"Protecting the Shinobi World is the responsibility of every shinobi."
The Tsuchikage stepped forward. "Xingye, your strength and wisdom have astonished the entire Shinobi World."
"You're our pride."
The Mizukage said, "Xingye, thank you for saving the Shinobi World."
"We'll remember your achievements forever."
Gaara, the Kazekage, looked at Xingye, a complicated expression flickering in his eyes. "Xingye, you're my role model."
"I'll work hard to protect the Shinobi World just as you do."
Xingye nodded. "Thank you for recognizing me, Kage."
"But peace in the Shinobi World isn't the achievement of one person alone."
"It took the combined efforts of all shinobi to bring peace to the Shinobi World."
An even louder round of applause rose from the crowd.
Announcing the New Order
The Third Hokage returned to the raised platform to announce the new order of the Shinobi World.
"Shinobi," the Third Hokage said, "with the unanimous agreement of the Five Great Shinobi Villages, we've decided to establish the 'Shinobi United Government.'"
"The United Government will be made up of the Five Kage and will be responsible for managing the affairs of the entire Shinobi World."
"At the same time, we'll establish the 'Shinobi United Academy' to train the next generation of shinobi."
"Additionally, we'll form the 'Shinobi United Forces,' made up jointly of the Five Great Shinobi Villages, to maintain peace in the Shinobi World."
The crowd erupted in applause. At last, the Shinobi World had achieved true unity and peace.
The Third Hokage continued, "Additionally, we've decided to end the hostilities between the shinobi villages."
"The Five Great Shinobi Villages will form an alliance, help one another, and work together to develop."
"There will be no more wars in the Shinobi World, only peace."
Even louder applause broke out. Every shinobi wore a happy smile.
Xingye's Declaration
The Third Hokage stepped aside, giving Xingye the floor to make his declaration.
Xingye walked up to the platform, looked out at the crowd, and slowly began to speak.
"Shinobi," Xingye said, "the Shinobi World has endured too many wars and too much suffering."
"But today, at last, we've achieved peace."
"Peace doesn't come overnight. It takes all of us working together to maintain it."
"I promise to use my strength to protect peace in the Shinobi World."
"No matter what threats we face, I'll stand up and protect the Shinobi World."
Thunderous applause broke out. Every shinobi had faith in Xingye.
Xingye continued, "I also hope all shinobi can unite and protect the Shinobi World together."
"No matter which village we come from, we're all guardians of the Shinobi World."
"Only by standing united can the Shinobi World truly be at peace."
Even louder applause rang out, and every shinobi was moved by Xingye's declaration.
Kaguya's Declaration
Xingye invited Kaguya to make a declaration as well.
Kaguya walked up to the platform, looked out at the crowd, and slowly began to speak.
"Shinobi," Kaguya said, "I once cast the Infinite Tsukuyomi, bringing great suffering to the Shinobi World."
"But Xingye helped me understand what true peace means."
"I promise I'll never cast the Infinite Tsukuyomi again. Instead, I'll live in peace with the Shinobi World."
"I'll use my strength to help the Shinobi World develop and make it more prosperous."
The crowd applauded warmly, and many shinobi began to change their attitude toward Kaguya.
The Uchiha Clan's Revival
The ceremony reached its climax with the revival of the Uchiha Clan.
The Third Hokage announced that the Uchiha Clan were no longer rogue ninja, but a core force of Konoha.
The members of the Uchiha Clan would once again be recognized by Konoha and take part in governing the village.
Itachi was appointed a senior advisor to Konoha, responsible for strategic decisions.
Sasuke returned to Konoha and became one of its main pillars.
The members of the Uchiha Clan began a new life in Konoha.
Among the crowd, Uchiha Clan members wept tears of joy.
Naruto's Path to Becoming Hokage
At the ceremony, the Third Hokage announced that Naruto would become the Seventh Hokage.
Naruto stood on the raised platform, his face beaming with happiness.
"Shinobi," Naruto said, "I never thought I'd actually become Hokage."
"I have Xingye to thank for helping me. He changed my destiny."
"I'll work hard to protect the Shinobi World just as Xingye does."
Thunderous applause broke out, and every shinobi was happy for Naruto.
Xingye walked over to Naruto and patted him on the shoulder. "Naruto, you'll make an excellent Hokage."
Naruto clenched his fist. "Xingye, I'll do my best."
The Other Characters' Endings
The other characters also found their own paths at the ceremony.
Sakura became the head of Konoha Hospital, overseeing the village's medical services.
Kakashi became a special advisor to the Hokage, helping Naruto govern Konoha.
Shikamaru became Konoha's chief strategist, responsible for planning the village's strategy.
Neji became the new head of the Hyuga Clan and reformed it, ending the distinction between the Main Family and Branch Family.
Tenten became the owner of a weapon shop in Konoha, running a thriving business.
Shino became the director of Konoha's Insect Research Institute, where he studied all kinds of ninja insects.
Kiba became the captain of Konoha's special forces, responsible for the village's special missions.
Ino became the owner of a flower shop in Konoha, running a beautiful little business.
Choji became a chef in Konoha and ran a delicious restaurant.
Hinata became a kindergarten teacher in Konoha, educating the next generation of shinobi.
Killer B became an instructor in Kumogakure, training the next generation of Cloud shinobi.
Darui became the Raikage, responsible for governing Kumogakure.
Mei Terumi continued as Mizukage, responsible for governing Kirigakure.
Kurotsuchi became the Tsuchikage, responsible for governing Iwagakure.
Temari became an advisor to the Kazekage, helping Gaara govern Sunagakure.
Elder Chiyo returned to Sunagakure to enjoy her later years.
Chief Toad returned to Mount Myoboku and continued teaching the study of senjutsu.
Orochimaru returned to Konoha and played an important role in scientific research.
Each character found their place, and the Shinobi World finally achieved true peace.
The Legend of Xingye
After the ceremony, Xingye stood alone on the roof of the Hokage Building, gazing out over all of Konoha.
The setting sun bathed Konoha in gold, leaving it beautiful and peaceful.
"Xingye," the Third Hokage said as he walked over, "what are you thinking about?"
Xingye smiled faintly. "I'm thinking that the Shinobi World is finally at peace."
"I've fought countless battles over the years, all for this moment."
The Third Hokage nodded. "Xingye, you're a hero of the Shinobi World."
"Your story will be passed down for generations."
Xingye shook his head. "Lord Third, I'm no hero."
"I'm just an ordinary shinobi who wants to protect the people I love."
The Third Hokage patted Xingye on the shoulder. "Xingye, you're too modest."
"Your achievements have surpassed everyone's expectations."
"Your story will become a legend in the Shinobi World."
Xingye smiled faintly. "Whether I become a legend doesn't matter."
"What matters is that the Shinobi World is at peace."
The Third Hokage nodded. "That's right. The Shinobi World is at peace."
"It's the dream of every shinobi, and you're the one who made it come true."
Xingye fell silent for a moment, then said, "Lord Third, there's something I want to tell you."
The Third Hokage said, "Go ahead, Xingye."
Xingye said, "I plan to leave the Shinobi World for a while and explore other worlds."
"My strength has already surpassed the limits of the Shinobi World. There's no one left here who can threaten me."
The Third Hokage's expression changed. "Xingye, you're leaving the Shinobi World?"
Xingye nodded. "Yes. I plan to explore other worlds."
"My goal is to become a true god and protect the entire universe."
The Third Hokage was silent for a moment, then finally nodded. "Xingye, I understand your decision."
"Your strength has surpassed the limits of the Shinobi World. Exploring other worlds may make you even stronger."
"But the Shinobi World will always be your home. You'll always be welcome back."
Xingye nodded. "Thank you, Lord Third."
"I'll come back. The Shinobi World is my home, and I won't forget that."
Farewell
Xingye left the Hokage Building and headed to the Uchiha Clan's compound.
Itachi, Sasuke, Kaguya, and the others were waiting for him.
"Xingye," Itachi began, "are you leaving the Shinobi World?"
Xingye nodded. "Yes. I plan to explore other worlds."
"My strength has already surpassed the limits of the Shinobi World. There's no one left here who can threaten me."
Sasuke clenched his fist. "Xingye, I'm going with you."
Xingye shook his head. "Sasuke, you can't come."
"Konoha needs you. Naruto needs you."
"You're one of Konoha's pillars. Your responsibility is to protect the village."
Sasuke gritted his teeth. "Xingye, I understand."
"I'll protect Konoha and wait for your return."
Kaguya looked at Xingye, a complicated look flashing in her eyes. "Xingye, are you really leaving the Shinobi World?"
Xingye nodded. "Yes, Kaguya."
"My goal is to become a true god and protect the entire universe."
Kaguya was silent for a moment before finally saying, "Xingye, Sasuke and I will protect the Shinobi World."
"Until you return."
Xingye nodded. "Thank you, Kaguya."
Xingye said goodbye to the members of the Uchiha Clan and headed to Naruto's home.
Naruto and Hinata were waiting for him at the door.
"Xingye," Naruto said, "you're leaving the Shinobi World?"
Xingye nodded. "Yes, Naruto."
"I plan to travel to other worlds and go on adventures."
"My strength has already surpassed the limits of the Shinobi World. There's nothing here that can threaten me anymore."
Naruto clenched his fists. "Xingye, I'll work hard and become a ninja as strong as you."
Xingye smiled faintly. "Naruto, I believe in you."
"You'll definitely become the greatest Hokage."
Hinata looked at Xingye, a trace of reluctance in her eyes. "Xingye, take good care of yourself."
Xingye nodded. "Hinata, you take care of yourself, too."
"I'll miss you all."
Xingye said goodbye to Naruto and Hinata and headed to Kage Rock.
Standing atop Kage Rock, Xingye gazed out over all of Konoha.
The sun was setting, bathing Konoha in gold. It was beautiful and peaceful.
"The Shinobi World," Xingye murmured, "I've finally brought peace to the Shinobi World."
"Now I need to travel to other worlds and go on adventures to improve my strength."
"My goal is to become a true god and protect the entire universe."
