Background / History
Kaguya was sealed within the moon for thousands of years. Black Zetsu, identified as her son and the manifestation of her will, used the Eye of the Moon Plan and the Akatsuki to bring about her resurrection 1 7 29 43.
After the Ten-Tails collapsed during the battle against the Shinobi Allied Forces, Kaguya emerged above the Land of Iron. She activated the Infinite Tsukuyomi, putting most of the shinobi world to sleep, and used Amenominaka to separate those who remained conscious into different dimensions 42 43.
Uchiha Xingye held Kaguya off while Itachi and Sasuke destroyed the God Tree, weakening her. Xingye then caught her in Six Paths: Chibaku Tensei. Rather than complete the seal, he offered her a chance to abandon the Infinite Tsukuyomi. Kaguya conceded that her methods were wrong, agreed to protect the shinobi world, and was released 43.
Kaguya warned Xingye that other Ōtsutsuki had sensed her return and would come to Earth. She later joined him against Amara Ōtsutsuki on the Ōtsutsuki Home Planet and pledged to help its moderate faction reform the clan. At a ceremony in Konoha, she publicly promised never to use the Infinite Tsukuyomi again and to coexist peacefully with shinobi 43 48 49.

Personality
On her return, Kaguya speaks of shinobi as her children and argues that absolute rule is necessary to maintain order. Even as Xingye's seal restrains her, she initially rejects his belief that people can achieve peace together 43.
After the God Tree's destruction and her defeat, she admits that she never truly understood humans. She accepts Xingye's offer to begin again, later condemns Amara's ambition, and commits herself publicly to peaceful coexistence 43 48 49.
