This was a lawless place in the first half of the Grand Line, similar to Hachinosu in the New World. It was a pirate paradise, the island filled with villains from all walks of life.
Logically, as a pirate hunter, Bane should have gone on a killing spree here.
But clearly, Bane, who had already moved past the "poverty" stage, had no interest in playing with these little nobodies.
On the day they arrived at Jaya, Bane and the others swiftly restocked their supplies. Though he had no interest in them, they still ran into some fools at the docks. Bane did not even need to act; Zoro led a group of his little brothers and cleaned up all the trash at the harbor.
That was also one reason Bane had brought hundreds of little brothers out to sea with him. Sailing the ship was one thing; handling miscellaneous chores was another.
