Pandora first introduces herself to Li Yu as “Pandora” or the “Heavenly Dao.” Though she is the will of his world, she possesses a markedly human personality, which Li Yu attributes to her fusion with entities from other worlds. She permits Li Yu to communicate with her through Marble Phantasm and later through a dedicated interworld communication device. 264 298

She treats Li Yu as a trusted agent rather than an ordinary inhabitant. Pandora grants him world authority, supports his interworld expeditions, provides identities and cover stories in foreign worlds, and repeatedly entrusts him with tasks requiring space-time or dimensional expertise. She believes his future lies beyond any single world and is willing to “spoil” him accordingly. 294 365 367

Pandora’s broader objective is the expansion, protection, and eventual integration of worlds connected to her domain. She infiltrates stronger worlds cautiously, assimilates unowned or weakened worlds directly, and seeks to establish systems—including a pantheon—to control the growing number of powerful beings entering Li Yu’s main world. 340 355 535

Her main world initially exists outside Little Garden's observation and rules. This independence, combined with its numerous connections to other worlds, attracts Shiroyasha and Little Kurma as potential partners. Pandora explicitly tells Little Kurma that she intends to merge all the worlds together and build something larger than Little Garden. 466 480

As the network expands, Pandora serves as its stabilizing authority while human administrators negotiate cooperation and organize development. The main world's leadership acknowledges that, without her restraint, newly joined worlds could already have fallen into violent conflict. The arrival of the Xianzhou offers additional support for this increasingly stretched system. 568 597

Pandora also recognizes that a sentient world is not necessarily secure among the myriad worlds: sufficiently powerful outsiders could destroy it or treat its will as food. Her pursuit of stronger foundations, defensive safeguards, and controlled access reflects this vulnerability. 407 595

Despite her ruthless approach to hostile worlds, Pandora distinguishes between unconscious world instincts and sentient world wills. She considers Gaia and Alaya salvageable because of their humanity, referring to them as potential “little sisters” rather than simply erasing them. 314 315

After draining the Root, Pandora captures Gaia and Alaya, discovers a passage to an exceptionally powerful universe, and seals it while investigating from afar. 314 340 341

She also uses the expedition's captured Heroic Spirits to establish a new Throne of Heroes in her own world, regarding the acquisition as part of her world's development. 294

E.E. World War

When a mechanical lifeform emerges near the far side of the moon and infiltrates her world’s network, Pandora summons Li Yu and authorizes a direct response. After identifying the E.E. world as hostile and resource-poor, she orders its destruction and sends all available Ex-Machina into the conflict. 350 352

Honkai: Star Rail Infiltration

Pandora secretly infiltrates Honkai: Star Rail while avoiding detection by the Aeons. She creates Li Yu’s Cangcheng-native identity, supplies supporting artifacts, and alters the nature of Li Yu’s companions so that the Xianzhou Alliance recognizes them as compatriots. 356 367

She later relocates the passage to the Sea of Quanta, hides it from outside forces, and continues accumulating authority within the setting. 402

Her wider strategy includes dispatching teams to Genshin Impact and Zenless Zone Zero with Gaia and Alaya. By solving local problems and building influence, the teams enable the subordinate world wills to gain control and strengthen Pandora's authority. 366 411

Magic Gods Campaign

Pandora launches her campaign against the Magic Gods after taking sufficient control of A Certain Magical Index’s world. Using Index’s body, she isolates the world and its phases, rewrites its laws, strips the Magic Gods of their support, and confines them in the Throne of Heroes. 405 406

She keeps the defeated Magic Gods as potential tools. By the time of Saitama's battle with Li Yu, several have submitted, but others still require discipline. 595

The underwater passage to this world is later sealed again after an unspecified problem arises there. Natsuki informs Li Yu, who had not been notified by Pandora; the passage's closure does not establish that Pandora has lost control of the world. 597

Little Garden Expansion

Pandora supports Li Yu’s efforts in Little Garden and reveals that she can take full control of it within half a year if the Upper Floors are drawn into the Honkai Trial. 520

At the Fire Dragon Birth Festival, she openly identifies herself as another world’s will and announces that she is merging with Little Garden. Her disclosure persuades numerous gods to join her side rather than face the trial. 527 531

Thousand Eyes, the Sun God Group, Vishnu's incarnations, the Heavenly Army, and the Halloween Queen endorse her authority. Pandora states that she intends to control Little Garden but will not personally rebuild it, leaving cooperation and administration to the assembled factions and directing them to contact her through Li Yu. 531

Following the deaths and weakening of many gods and pantheons, Pandora discusses replacing ambitious or unstable survivors with others willing to take their positions. She and Li Yu favor a thorough restructuring rather than restoring the old order. 573

The remaining Upper Floor inhabitants continue fighting the Honkai Trial. Pandora and Li Yu regard their release as a source of unnecessary instability, while also recognizing that prolonged struggle might produce an extraordinary Spirit Rank. 604

Pantheon and Main-World Defense

Pandora proposes establishing a pantheon to manage and restrain the increasing number of powerful beings brought into Li Yu’s expanding world network. She explicitly excludes Li Yu, believing his proper path is personal transcendence through space-time, causality, fate, and chaos. 535

She later powers Qin Shi Huang’s Noble Phantasm to create an automated defensive barrier around the Solar System, then expands it across the Milky Way. 549

Before this deployment, she detects and captures a Great Old One that enters through a breach in the world barrier, preventing contamination and demonstrating the need for defenses against outside intrusion. 428 430

Pandora prepares the passage used to bring the Astral Express and Xianzhou fleet into the Milky Way. When the Xianzhou recognize Earth as their homeland, she explains that Li Yu's manipulation of fate and karma has integrated their history into the universe, making the apparent homecoming real rather than merely a fabricated identity. 567

She subsequently permits Lygus to pursue becoming a Knowledge Aeon, conditional on recognition by the world. Meanwhile, she encourages Lan to spread the Hunt across countless worlds, allowing new interpretations and experiences to reshape its Path. She relocates Lan to an empty star system and predicts its evolution into a deity of Judgment, an important addition to her pantheon. 568 575

Date A Live Assimilation

Pandora warns that the newly discovered world cannot initially withstand Li Yu's power because its laws have not yet been assimilated. Rather than allowing him to enter, she proposes retrieving the artificially created Spirits, both accelerating her takeover of the world's rules and weakening its strongest opponent. Li Yu organizes a deployment to capture the Spirits and take control of DEM Industries. 556

As the expedition progresses, Pandora's rules spread through the world and increase its resilience. She informs Li Yu that it is approaching the point at which it can withstand him, although he chooses to wait for more Spirits to arrive before visiting. 573

Pandora ultimately gains control of the Kabbalistic Tree of Life. Mio Takamiya mistakes her for her mother because of its aura, but Pandora rejects the claim and declares Mio a Spirit under her jurisdiction. By promising to restore Shiori's previous-life memories, she secures Mio's unconditional cooperation, including consent to hand over the world. Li Yu then arranges its occupation and administration while leaving Mio's situation to Pandora. 589

One-Punch Man World Acquisition

After Beast King emerges through a newly formed passage, Li Yu identifies his world and suspects that its developing World Will could benefit Pandora. She immediately enters to investigate, viewing an incomplete will as nourishment and a fully conscious one as a possible little sister. 590

During Li Yu's subsequent spar with Saitama, Pandora explains that the world has no conscious will. Its instinctive response to Saitama's overwhelming power and potential was to produce Monsters. She confirms that she has benefited from the world and grown stronger. 595

Pandora also corrects Li Yu's interpretation of Saitama's breakthrough: he is not awakening a formal “Law of Strength,” but expressing an innate evolution-based gift. Recognizing his value, she orders Li Yu not to kill him. 595
