Seeing that Shimura Danzō had not rashly stepped forward to face him head-on, Sasuke Uchiha knew that ending this quickly would likely be difficult.

He had originally intended to seize the chance for a surprise attack, but with the faint yet constant surveillance from above, along with Shimura Danzō and his guards being no weaklings, getting his way would be quite difficult.
