There had always been a barrier between him and the native inhabitants of the Shinobi World. Even now, while using Sage Mode, Mizuki could not completely discard tailed beast chakra, the medium through which he absorbed natural energy.
But now that Dreamplay had devoured part of the Demonic Statue of the Outer Path's fragments, he no longer had to be constrained by tailed beast chakra at every turn. He could use the characteristic of mental obsessions to absorb natural energy, bypassing the Shinobi World's rejection of him and directly activate Sage Mode.
Of course, if he wanted to unleash his full combat strength, he still could not do without tailed beast chakra.
Mizuki had no particular scruples regarding the nature of power. He had no narrow-minded notions of justice and evil, nor did he believe there were superior or inferior methods.
So long as it was effective and posed no moral dilemma, it could be used freely, just like a tool.

If Mizuki had to create something like the Shinigami from scratch, it would be incredibly difficult.
Since a finished product
