Delivering a declaration of war did not mean fighting would begin immediately. On a battlefield with nearly one or two hundred thousand people, deploying formations and facing off was no easy task. The formation of the Shinobi Allied Forces was already nearing completion.
Having all personnel in place was secondary. The key was organizing suitable units and assigning capable experts to command them.
By comparison, the countless complicated matters of the Shinobi Allied Forces were more troublesome. Akatsuki's primary fighting forces, the White Zetsu Army and the Impure World Reincarnation army, could each be commanded by a single will.
Although this placed greater demands on the commander, making it likely that the abilities of every specialized "soldier" could not be fully brought into play.
On a battlefield of this scale, however, an army stripped of individual will and differences actually held a greater advantage than a ragtag mob with distinct characteristics.
Of course, that was only if the Shinobi Allied Forces did not have too many powerful individuals capable of changing the course of battle by themselves. Unfortunately, that was precisely what Akatsuki did not want to see. Up to this point, there were simply too many renowned powerhouses in the shinobi world.
Although the so-called hundred-thousand-strong White Zetsu Army held a slight numerical advantage, it was actually somewhat at a disadvantage against the Shinobi Allied Forces, who stood ready for battle.
Other than Uzumaki Zetsu, who acted under Tobi's name, most of them would be hard-pressed to serve any great purpose. Even so, it was enough.
Then there was the White Zetsu clones' unique ability to transform by substituting objects, a powerful tool for harassment and assassination. For White Zetsu, who excelled at stealth and rapid long-distance movement, it was practically the perfect ability.
As long as they could
