As for whether Soya could surpass him?

"Lord Beerus, it looks like something extraordinary is about to happen. You'd better be careful and not embarrass yourself!"
Whis spoke to Beerus after appearing. Though he meant it as a warning, it sounded rather odd, leaving Beerus feeling very uncomfortable.
"Why does that sound like you're looking down on me? Do you think a God of Destruction like me could lose to a human?"
Beerus glanced at Whis with disdain.
"Not at all. I'm only worried about the power he'll unleash after this transformation. If you keep underestimating him, you might get hurt."
Whis smiled as he spoke.
Whis knew Beerus's strength very well.
Not only could Soya not defeat him, no one in the other universes could either. Even among the Gods of Destruction, Beerus ranked among the top three.
"Lord Beerus, this is the Saiyans' strongest transformation, and the final stage I can reach. Watch closely."
Just then, Soya's voice rang out, calm and even.
