Background / History
Gaara attends the Five Kage Summit after repeatedly inviting the other Kage to address the threat of Akatsuki. He tells them that he was once a jinchuriki and was imprisoned by the organization. When Onoki dismisses his position because of his youth, Gaara rejects the older Kage's emphasis on prestige and convention 163.
After Sasuke's presence at the summit is exposed, Gaara goes to investigate with his siblings, Temari and Kankuro. He later holds back from attacking Sasuke because Naruto still regards him as a companion 165 173. When Soya, posing as Uchiha Madara, demands the remaining tailed beasts, Gaara refuses to surrender Naruto. He also rejects Soya's Eye of the Moon Plan, arguing that peace inside an illusion would be meaningless 174 175.
Personality
Gaara speaks directly to the other Kage, challenges Onoki's traditional views, and argues for cooperation against Akatsuki 163. He is protective of Naruto, both in his refusal to hand him over and in his reluctance to attack Sasuke 173 174. Against Soya, he continues fighting despite mounting injuries and refuses an offer to surrender 188 191 199.
