History

Kumogakure initiated an expansionist war during the Third Shinobi World War, using the disappearance of Sunagakure’s Kazekage as a pretext. The village’s military doctrine centered on exploiting its Nintaijutsu forces and jinchūriki to pressure rival nations. 66 69

Its conflict with Konoha became a prolonged stalemate, with Kumogakure repeatedly inflicting losses on the Hyuga Clan defenders. The village believed Konoha had declined following the fall of the Senju and the perceived weakening of the Uchiha. 69 86

Konoha Supply-Convoy Ambush

Kumogakure launches a lightning strike against a Konoha supply convoy, opening with Yugito Nii’s blue firebombardment before committing ground forces. Its objective is to destroy supplies, cut off reinforcements, and increase pressure on Konoha’s front line. 60 62

Chiba defeats many of the attacking ninja with his gravity abilities and captures Yugito after trapping her in his Weightless Capture. 61 62 Kumogakure’s attempt to use a jinchūriki as an overwhelming battlefield asset instead gives Konoha a decisive bargaining chip. 70

Final Assault and Defeat

Following Yugito’s capture, the Fourth Raikage refuses to yield. He orders a full-scale assault on Konoha, deploying Killer B and disregarding the wartime norm against using jinchūriki. 75 85

Killer B clears Konoha’s trapped frontline zone with Eight-Tails chakra, but Kushina Uzumaki restrains him with sealing chains while Chiba redirects his Tailed Beast Bomb away from the front line. 86 87 90 Konoha wins the decisive battle within minutes, forcing Kumogakure to retreat. 96

Postwar Negotiations

Konoha demands reparations, Danzō’s release, and compensation for Yugito’s capture. After three days of negotiations, Kumogakure agrees to return Danzō, pay half of Konoha’s demanded reparations, and waive taxes for Konoha merchants for three years; Konoha returns Yugito. 104

Alliance Probe and Attack on Konoha

After the Nine-Tails incident, the Raikage leads a small elite delegation to Konoha under the banner of an alliance. He brings both Killer B and Yugito, presenting either a show of sincerity or a potential threat backed by Kumogakure’s greatest military assets. 238

The delegation serves as a probe of Konoha’s strength. Kumogakure agents infiltrate the village to target the Hyuga and Uchiha clans, exploiting a compromised barrier system. 238 239 Konoha intercepts the intruders, and the Raikage continues assessing whether Konoha is truly weakened. 241

Konoha Counterattack and Subjugation

Chiba infiltrates Kumogakure, destroys its barrier, allows civilians time to evacuate, and calls down a meteorite against its ninja forces. 250 251 The attack kills or incapacitates a large number of Kumogakure ninja and leaves the village fearful of further retaliation. 276

Konoha captures the Raikage, Killer B, and Yugito. Uchiha Shisui then uses Kotoamatsukami on the Raikage, altering his loyalty so that he sincerely regards himself as aligned with Konoha. 271 275 276

Konoha returns the Raikage and Killer B but retains Yugito indefinitely, while Kumogakure must send regular shipments of supplies to Konoha. 277 278

Humiliation at Kumogakure

Chiba personally escorts the first supply shipment to Kumogakure, raising a Konoha flag at the village gates and openly asserting Konoha’s dominance. The Raikage orders Killer B to protect the Konoha party and forbids retaliation. 279

During the visit, Kumogakure’s Lightning Release Chakra Mode is given to Kakashi. Chiba, Itachi, and Kakashi then defeat numerous young Kumogakure ninja, with Kakashi using their own signature technique against them. 280 281 282

The incident spreads across the Shinobi World and convinces Ōnoki that Kumogakure may have fallen into severe decline or become aligned with Konoha. 282

War with Iwagakure

Under the Raikage’s altered loyalty, Kumogakure declares war on Iwagakure and launches a full-scale assault led by the Raikage and Killer B. 301 302
