Background / History

Fugaku was the Uchiha Clan Head and a leading figure in the Konoha Military Police Force. He and his wife, Mikoto, visited Ruohuo and Obito's home after hearing of the brothers' confrontation with Hyuga children. Seeking to encourage Ruohuo's talent and build rapport, Fugaku gifted him the scrolls for two C-rank Fire Style techniques and invited him to train at the Military Police Force headquarters. Ruohuo’s early Sharingan awakening deeply shocked him. 8 9

He continued to train and supervise Ruohuo, Obito, and Shisui, teaching them Fire Style and offering access to the clan's elite ninja. He disciplined their academy teacher after the latter's misconduct, signed Ruohuo's early-graduation application, and attempted to present himself as an accomplished, dependable clan head before the children. 12 13

Fugaku initially pursued a measured plan for the Uchiha’s resurgence within Konoha rather than an immediate break with the village. When Danzo was accused of stealing Sharingan and detaining Ruohuo over the Five-Tails, he mobilized the Uchiha in defense of his clansman, refusing to be cowed by Danzo. He nevertheless sought political concessions and the Uchiha's right to control the Five-Tails rather than open rebellion. 60 64 66

As Ruohuo's influence grew, Fugaku became increasingly involved in his schemes. He coordinated with Orochimaru to stage the deaths of captured Iwagakure ninja and Hyuga ninja, creating a pretext for escalating Uchiha–Hyuga tensions. 103 104 He later carried out Ruohuo's order to establish an Uchiha-controlled Root structure, though he remained uncertain of the young leader's increasingly radical direction. 152

Personality

He is also capable of ruthlessness when he judges it necessary.
