All the author needed was one or two flashbacks or pivotal events at the right time to make everything unreasonable become reasonable.
Therefore, it was not impossible for Buggy to develop the Chop-Chop Fruit to Awakening. It only depended on whether the plot required it, and when and how the author intended to reveal it.
