The Heavenly Court was established to bring order to the Primordial World. Its functioning is tied to six foundational figures: Di Jun and Xihe as Heavenly Emperor and Heavenly Empress; Emperor Xi and Empress Wa as formulators and maintainers of order; Kunpeng as the figure responsible for education and civilization; and Eastern Sovereign Taiyi as its foremost military power. Heavenly Regulations

However, the system does not treat all beings equally. It applies equality within the same cultivation rank while reducing punishment when a stronger cultivator harms a weaker one.
