Background and History

Sui Bian grew up in an ordinary Chinese family with an older and a younger brother. After dying in a basketball-court accident, his soul entered the body of a recently deceased Chinese student of the same name in Raccoon City. A System offered him draws and missions in a world threatened by anomalies 1 422.

His first draw gave him supreme control over Umbrella’s Red and White Queen AIs. Rather than let Umbrella collapse, he used their assistance to seize its resources for humanity’s defense. He led the operation against James Marcus, then destroyed Spencer’s castle and eliminated Umbrella’s board to complete his takeover 1 2 14 24.

Decades later, Sui Bian learned that the Emperor of Universe 03 was his counterpart at the level of the soul. That Emperor had arranged the circumstances of his death and rebirth and provided early assistance through the System, but Sui Bian’s decisions about Umbrella and humanity had remained his own 420 422.

Appearance

Sui Bian initially presents himself as a sharply dressed corporate executive. His later bearing is that of an armored ruler 5 251.

Sui Bian plans around long-term threats and is willing to use covert manipulation or lethal force to secure control. He also regards the Primarchs and Astartes as his children: he guides their development, mediates their relationships, and worries about their safety 15 24 112 422 552.

He resists being called a god, even as others revere him as humanity’s guardian. He wants humanity protected from the Warp without becoming wholly dependent on a society confined and controlled by him 117 192 300 328.
