Background / History
After the deaths of Gina and Dragan's parents, Gina attempted to reform her younger brother and placed him in a position at Orange Industries. Dragan instead became addicted to gambling, falsified orders, and embezzled company funds. Gina expelled him from both the company and family affairs, providing him with a severance payment. 14
He left New York and squandered the money through failed investments, gambling, and debauchery in Las Vegas. After accumulating major debts and allegedly nearly being buried alive, his debts to powerful local factions were suddenly repaid and he disappeared from Las Vegas. 36
Kingpin later approached Dragan as a potential instrument for taking Orange Industries. Dragan was meant to use his family connection to gain control over Luca or, if necessary, serve as Kingpin's puppet after Luca's death. 43

Investigations reveal Dragan's debts, disappearance from Las Vegas, and likely backing by an organized force. Luca initially suspects Dragan's connection to the attempted vehicular attack and later confirms that the assault on his villa is linked to him. 24 36 41

Luca finds Dragan held at a remote pier warehouse. Dragan initially claims Kingpin forced him to act, but Barton's testimony reveals that Dragan independently persuaded Kingpin's guards to assassinate Luca with promises of nonexistent payment. After Dragan divulges information concerning the share-transfer contracts of two deceased Orange Industries shareholders, Luca kills him with the Dominator in Lethal Eliminator mode. 42 43
