Background / History

During the conflict with the Cloud Village, Jiraiya serves as Konoha’s supreme commander on the main front. Learning that the Fourth Raikage and Killer Bee may launch a surprise attack, he organizes a preemptive interception force from the frontline’s elite jonin, including Hyuga Lan and Uchiha Shisui. He personally draws Killer Bee away from the main battlefield to prevent the Eight-Tails’ power from causing widespread collateral damage. 41

With Gamaken buying time, Jiraiya summons Fukasaku and Shima and enters Sage Mode to confront the Eight-Tails. His transformed strength is great enough to send Gyūki flying with a kick. When he later returns to the battlefield in Sage Mode, the Fourth Raikage judges further combat too dangerous and orders a retreat. 42 45

After the war, Jiraiya visits Mount Myōboku and receives a new prophecy from the Great Toad Sage: the Ninja World may become a “living hell,” with the disaster apparently connected to the moon. He resumes traveling to search both for the Child of Prophecy and information concerning the moon. 56

The Third Hokage later attempts to name Jiraiya his successor, but Jiraiya refuses outright. Instead, he offers to locate Tsunade and bring her back to Konoha, believing she to be a more suitable candidate. 105

While searching for Tsunade, Jiraiya reunites with her and encounters Orochimaru. He remains determined to bring his former teammate back to Konoha and is disturbed to find Orochimaru associated with Sasori and Kakuzu. 109 112

Appearance

Jiraiya is a middle-aged man with long white hair. In Sage Mode, his appearance becomes distinctly toad-like, with facial warts, enlarged features, sharp teeth, and horizontal pupils; Fukasaku and Shima sit on his shoulders during the transformation. 41 42 45

Personality

Jiraiya is confident in his strength and capable of taking decisive strategic action under pressure. As commander, he recognizes that ordinary shinobi cannot meaningfully contain opponents such as the Fourth Raikage and the Eight-Tails Jinchūriki, prompting him to personally lead an interception force. 41

He is also notably carefree and resistant to political office. Although the Third Hokage considers him well-suited to succeed him, Jiraiya treats the Hokage position as an unwanted burden and immediately seeks an alternative candidate in Tsunade. 105

The Great Toad Sage’s prophecy makes Jiraiya increasingly driven and reckless. Believing Garuda and the Prison Organization may bring about the foretold apocalypse, he chooses to attack Garuda while the latter is weakened, accepting that doing so could cost him his reputation or life. 120 121
