The Blackwater Consortium was currently expanding in the Steel Empire, far from the Star-Moon Kingdom. It had even taken control of an entire empire, forcing several superpowers to withdraw from the competition. Logically, the Blackwater Consortium should have been steadily developing in the Steel Empire, yet it had come all the way to the Star-Moon Kingdom to seek out Zero Wing. It was truly strange.
