Background / History
Jiraiya was one of Sarutobi Hiruzen’s students and a teammate of Tsunade and Orochimaru. Though described as a former dead-last student, he reached Mount Myōboku through a reverse summoning and mastered its sage arts. 40
When Orochimaru was suspected of returning to Konoha, Hiruzen summoned Jiraiya from outside the village. Jiraiya was initially caught peeping at a hot spring, but became serious after receiving the Hokage’s document. 28
He arrived after Hiruzen’s death and was immediately offered the position of Fifth Hokage. Jiraiya refused, recommending Tsunade instead. 39 He later learned of Naruto’s living conditions through Uchiha Yan: the son of his student Minato lived in a damaged apartment and was unable to spend his living allowance because villagers and merchants treated him as the “Demon Fox.” 43 44 45
Disgusted by Konoha’s treatment of Naruto, Jiraiya chose to take the boy with him. During the Uchiha clan’s takeover of Konoha’s political order, he refused to become involved, but established a clear condition: the Uchiha could not destabilize the village or indiscriminately target civilians and low-ranking ninja. 48 49
Jiraiya later found Tsunade and urged her to return as Hokage. Once he learned that Uchiha Yan had consolidated control of Konoha and rapidly rebuilt the village, he continued traveling with Naruto instead. 72 73 75

Jiraiya’s outward behavior is carefree, lecherous, and unreliable; he openly calls hot-spring peeping “research,” and later leaves Naruto alone at an inn for a week while drinking in Tanzaku Town. 28 91 Naruto accordingly calls him “Pervy Sage.” 44
Despite this, he becomes serious when Konoha faces danger and shows strong compassion toward Naruto. Seeing the prejudice Naruto endured causes him to reject the village’s treatment of the child and personally take responsibility for him. 28 45
After Hiruzen’s death, Jiraiya is deeply disillusioned by Konoha’s political infighting. He refuses both the Hokage position and responsibility for the Anbu, choosing not to protect the old leadership; however, he still draws a firm line against actions that endanger civilians or the village’s stability. 39 48 49
