Background / History
Shisui initially believed that the Uchiha Clan and Konoha could be balanced through loyalty to both. After witnessing the village’s distrust and marginalization of the clan, he admitted that he had trusted Konoha too much and sought Ao’s help to prevent the conflict from becoming a war 6.
Ao proposed that Shisui unify the Uchiha through strength and eventually contend for the Hokage position. Shisui accepted this course, revealing his Mangekyo Sharingan to demonstrate both his power and his trust in Ao 7.
While trying to consolidate support within the clan, Shisui attempted to recruit Itachi. Their ideological clash became a battle in which Itachi awakened the Mangekyo Sharingan and burned away Shisui’s left arm with Amaterasu 21 23. Despite the injury and the threat posed by Itachi, Shisui chose to continue supporting Ao’s plan rather than surrender or destroy his own eyes 20 21.
Shisui subsequently worked with Ao’s Shadow Clone to bring Izumi into their faction and prepare for the clan meeting. He remained wary of the physical cost of frequent Mangekyo use, particularly for Izumi 29. During his later confrontation with Itachi, Shisui used Kotoamatsukami to alter Itachi’s will and stop him from pursuing Konoha’s anti-Uchiha course 34 35.
After Ao became Uchiha clan head, Shisui supported the move against the Hokage Building and later helped intimidate the assembled clan heads during Ao’s seizure of Konoha’s leadership 37 58.

Personality
Shisui is reflective, loyal, and deeply concerned with the Uchiha Clan’s survival. He originally pursued coexistence between the clan and Konoha, but changed his position after recognizing that the village’s prejudice and the clan’s marginalization could not be ignored 6.
Even after losing an arm, he maintains a relaxed, teasing manner around Ao and shows considerable resilience. He is nevertheless cautious in battle and politics, warning against reckless action and emphasizing the consequences of powerful techniques 7 21 37.
He is strongly protective of Ao, declaring that he would not allow Ao to be harmed even at the cost of his own life 8. His concern also extends to Izumi, whom he defeats with genjutsu to prevent her from confronting Itachi unprepared 23.
