Background

Uchiha political movement

Uchiha Kei argues that an Uchiha should be eligible to become Fifth Hokage and begins organizing support for Itachi. His strategy focuses on public opinion, clan support, civilian influence, and weakening Root from within the Anbu. 4 9 14

Root conflict

Danzo views Kei and Naruto as dangers to Konoha, dispatching Anbu against them and later attempting to send them into peril. Hiruzen repeatedly prevents Danzo from acting decisively, creating an ongoing power struggle within the village leadership. 6 10 32 37

The conflict escalates after Danzo's Sharingan-covered arm is exposed before Konoha's clan heads. Itachi and the Uchiha Clan demand accountability, while Hiruzen attempts to protect Danzo and deny Itachi and Kei a voice in the emergency council. 88
