Background

According to Carl's account of the Void Century, twenty allied nations overthrew a great kingdom, later becoming the twenty Celestial Dragon families. Those victors allegedly suppressed the period's history to conceal their seizure of the conflict's gains. 277

The World Government has ruled the seas for approximately eight hundred years, drawing its authority from its Celestial Dragon families, affiliated nations, military forces, and accumulated hidden power. Its public reach depends heavily on Celestial Tribute payments from member states. 252 307 341

History

God Valley Incident

The World Government attempted to use the God Valley ritual to eliminate Rocks D. Xebec. Its priorities centered on protecting Celestial Dragons and preserving the Government's prestige rather than safeguarding Marine casualties. 112 145

After Rocks executed Celestial Dragons Tianlun and Saint Marlros on a live Visual Den Den Mushi broadcast, the Five Elders unsuccessfully attempted to cut off the transmission. Public exposure of Celestial Dragon atrocities damaged the Government's standing and inspired more people to become pirates. 115

Imu ultimately activated Uranus against God Valley. The attack forced all factions to evacuate as the island collapsed, while the Five Elders later faced Imu's punishment for the deaths of several hundred Celestial Dragons. 166 172

Strain with the Marines

The Government's decision to withhold God's Knights from the Hass Island battle intensified resentment within the Marines. Steel Bone Kong believed the Government had deliberately allowed severe Marine losses. 116

Its leadership later delayed or withheld intelligence from Marine Headquarters, treating the Marines as a controllable instrument rather than an equal partner. This contributed to Sengoku's open frustration and worsened defections and distrust within the ranks. 483

Conflict with Carl and the Revolutionary Army

As the Revolutionary Army spread across the Four Blues, affiliated nations began falling and Celestial Tribute revenues declined. The Government recognized that revolutionary ideology promoting freedom and equality threatened its system at its foundations. 307

The Five Elders responded by dispatching the Fifth Army Group to East Blue and planning deployments of the Second, Third, and Fourth Army Groups to the remaining Blues. The Fifth Army Group was ambushed and destroyed, with more than 100,000 soldiers captured. 484 503

Assaults on Mary Geoise

Carl launched multiple attacks on Mary Geoise, including a mass slave escape, the liberation of Lunarian captives, and a clone assault that devastated Celestial Dragon estates. 173 175 339

During the Golden Giant assault, the World Government revealed more than thirty admiral-level defenders, demonstrating the depth of its military reserves. Imu awoke and activated Uranus to contain the destruction. 341 342 343
