Background
According to Carl's account of the Void Century, twenty allied nations overthrew a great kingdom, later becoming the twenty Celestial Dragon families. Those victors allegedly suppressed the period's history to conceal their seizure of the conflict's gains. 277
The World Government has ruled the seas for approximately eight hundred years, drawing its authority from its Celestial Dragon families, affiliated nations, military forces, and accumulated hidden power. Its public reach depends heavily on Celestial Tribute payments from member states. 252 307 341
Mary Geoise serves as its political center and Celestial Dragon stronghold. Beneath its estates, it maintains large slave networks and research facilities, including a prison complex that held twelve Lunarians for experimentation. 173 174
Leadership and Organization
| Authority / Division | Function |
|---|---|
| Imu | Hidden supreme authority. Imu commands the Five Elders, punishes them for failures, and personally controls Uranus. 166 172 247 |
| Five Elders | Highest visible leadership body. They direct policy, intelligence, military deployments, propaganda, and responses to threats. 112 196 484 |

Policies and Methods
- Information suppression — The Five Elders sought to suppress news of Rocks' executions of Celestial Dragons through newspapers, while the Government forbids research into the Void Century. 112 275
- Military restraint of the Marines — After Hass Island, the Five Elders rejected Fleet Admiral Hill's recruitment request and explicitly discussed curbing Marine growth to prevent the organization from becoming a threat. 116
- Coercion and blackmail — CP0 exploited Yorf and Yord's concealed identities to force them into a surprise attack on Cake Island. 267
- Resource seizure — The Government covertly acquired Seastone, tungsten steel, Sand Crystal, and other materials for an undisclosed ultimate weapon project, intercepting civilian shipments when necessary. 296 297
- Proxy conflict — It secretly recognized powerful New World pirates as kings in order to provoke wars among them and exhaust pirate strength. 293
- Control of member nations — Affiliated states pay Celestial Tribute; nations that resist Government authority face regime change or destruction. 307 505
- Human experimentation — The Government conducted genetic research on Lunarians and Fishmen, with thousands of Fishmen reportedly dying in experimentation. 173 444
Military Assets
Uranus
Uranus is the World Government's Ancient Weapon and principal strategic trump card.
- Imu used Uranus against God Valley, causing the island to collapse after targeting it with an overwhelming attack. 166
- Uranus was later deployed against Carl, who damaged it with a special method. 254
- The Government secretly gathered rare resources for repairs and restored Uranus decades later. 296 297 343
- Its activation reportedly requires Celestial Dragon blood, making heavy Celestial Dragon casualties a strategic liability. 344
Ancient War Machines
- Mary Geoise contains nineteen ancient war machines powered by the bodies of former Celestial Dragons. 543
- Marcus Mars deployed them during the final battle as the World Government's forces began losing ground. 543
Genetic Research
- A World Government laboratory studied Carl's blood to identify a weakness, finding unusually active bloodline factors and regenerative properties comparable to the Titan. 322
- Following the Golden Giant attacks, Government researchers achieved genetic reversal and produced clones capable of commodore-level strength. 353
History
God Valley Incident
The World Government attempted to use the God Valley ritual to eliminate Rocks D. Xebec. Its priorities centered on protecting Celestial Dragons and preserving the Government's prestige rather than safeguarding Marine casualties. 112 145
After Rocks executed Celestial Dragons Tianlun and Saint Marlros on a live Visual Den Den Mushi broadcast, the Five Elders unsuccessfully attempted to cut off the transmission. Public exposure of Celestial Dragon atrocities damaged the Government's standing and inspired more people to become pirates. 115
Imu ultimately activated Uranus against God Valley. The attack forced all factions to evacuate as the island collapsed, while the Five Elders later faced Imu's punishment for the deaths of several hundred Celestial Dragons. 166 172
Strain with the Marines
The Government's decision to withhold God's Knights from the Hass Island battle intensified resentment within the Marines. Steel Bone Kong believed the Government had deliberately allowed severe Marine losses. 116
Its leadership later delayed or withheld intelligence from Marine Headquarters, treating the Marines as a controllable instrument rather than an equal partner. This contributed to Sengoku's open frustration and worsened defections and distrust within the ranks. 483
Conflict with Carl and the Revolutionary Army
The Government repeatedly targeted Carl's forces, Vegapunk, Cake Island, and Carl's underground allies. CP0 operations failed to seize Vegapunk, and a later infiltration of Cake Island ended with the destruction of the attacking force. 196 262 266
As the Revolutionary Army spread across the Four Blues, affiliated nations began falling and Celestial Tribute revenues declined. The Government recognized that revolutionary ideology promoting freedom and equality threatened its system at its foundations. 307
The Five Elders responded by dispatching the Fifth Army Group to East Blue and planning deployments of the Second, Third, and Fourth Army Groups to the remaining Blues. The Fifth Army Group was ambushed and destroyed, with more than 100,000 soldiers captured. 484 503
Assaults on Mary Geoise
Carl launched multiple attacks on Mary Geoise, including a mass slave escape, the liberation of Lunarian captives, and a clone assault that devastated Celestial Dragon estates. 173 175 339
During the Golden Giant assault, the World Government revealed more than thirty admiral-level defenders, demonstrating the depth of its military reserves. Imu awoke and activated Uranus to contain the destruction. 341 342 343
In the final conflict, the Revolutionary Army, Carl's allies, pirates, and former World Government personnel converged on Mary Geoise. The Five Elders entered combat personally as the Government's defenses were pushed back. 529 537 543
