Background / History
The Rocks Pirates were already active in Sea Circle Calendar year 1480, with Edward Newgate serving as their Second Division Captain. They were regarded as the strongest pirate crew on the sea, opposed only by the Giant Warrior Pirates and the X Pirates. Those two rivals formed an alliance, creating a three-way balance in the second half of the Grand Line. Smaller pirate crews had largely gathered under one of these three banners. 5 7
Hachinosu, a fog-shrouded New World island populated entirely by pirates, served as the crew's headquarters. Its harsh environment and captain-centered structure made personal protection essential: pirates without a division commander’s backing could be killed by stronger members at any time. 15 23
Rocks D. Xebec recruited powerful individuals to advance his ideals and held the crew together through overwhelming strength. While several commanders had their own ambitions and did not genuinely wish to remain subordinate, Rocks considered obedience sufficient as long as he could command them. 16 29
After eliminating the Giant Warrior Pirates and X Pirates, the crew became the sole dominant force in the latter half of the Grand Line. Rocks used this dominance to recruit more pirates, raid World Government-affiliated nations, challenge Celestial Tribute fleets, and openly execute Celestial Dragons. 39 48 94 115
The crew ultimately collapsed during the God Valley Incident in 1484. Rocks was killed amid the mysterious attacks that erased God Valley, while surviving members fled and later pursued independent ambitions across the New World. 167 168 224 322

Carl's Recruitment
Carl travelled with Newgate to Hachinosu intending to become a captain. After challenging and defeating John, she took command of the Sixth Division. Rocks welcomed her personally, though he later tested her loyalty by assigning her to attack the World Government-affiliated Phil Kingdom. 15 16 17
Carl’s successful Phil Kingdom operation earned Rocks’ approval and formal recognition as Sixth Division Commander at a banquet. 18 23
War with the Giant Warrior Pirates
Carl’s killing of Krulu provoked Yorulu and the Giant Warrior Pirates into attacking Hachinosu. Rocks exploited their decision to mobilize without the X Pirates, revealing that he had planted false intelligence to lure them into a trap. 28 29 30
The Rocks Pirates overwhelmingly defeated the invading force. Rocks killed Yorulu after clashing with the giant leader’s Hegemony technique; the resulting collision destroyed one-fifth of Hachinosu and sank it into the sea. 31 32
Elimination of the X Pirates
Following the destruction of the Giant Warrior Pirates, Rocks immediately moved against the X Pirates at Ur Island to eliminate the final rival to his control of the New World. He dispatched John, Wang Zhi, and Kaido to seize Kuro Island’s remaining wealth while the main force attacked Ur Island. 33
Using intelligence provided by Silver Axe and Shakky, the crew caught the X Pirates during their annual banquet. Rocks confronted X, while other commanders engaged the enemy’s senior members. Carl pursued Baroque, discovered the hidden treasure vault, and claimed the Venom-Venom Fruit after Baroque’s death. 34 36 37
Rocks distributed the captured Devil Fruits by allowing Carl to select two first, then giving one each to the division commanders and Silver Axe before taking the remainder. He also established the Seventh Division under Silver Axe. 36
Tyr Kingdom Attack and Retaliation
With the New World under their control, the Rocks Pirates attacked the Tyr Kingdom. The operation involved Rocks, Newgate, Golden Lion, Charlotte Linlin, Carl, and their divisions, while Shakky supplied intelligence on the enemy’s forces. 41 42 43
The Marines successfully smuggled the Tyr Kingdom’s Devil Fruits away through Rear Admiral Norse. Enraged by this loss, Rocks ordered every Division Commander to attack all World Government allied nations in the New World. The resulting plundering caused widespread warfare and an influx of new pirates; Carl was assigned three nearby allied nations. 48
Celestial Tribute Campaign
Rocks summoned the Division Commanders after learning that New World kings continued to pay Celestial Tribute to the World Government. He divided the crew into three groups to intercept three returning tribute fleets simultaneously, intending to force the kings to pay tribute to the Rocks Pirates instead. 94 95
The Marine escort operation prevented the crew from securing the tribute. Carl fought Garp and Sengoku during the campaign, then challenged Rocks directly when the operation failed. After Carl endured Rocks’s full Conqueror’s Haki and struck him, Rocks appointed her vice captain while allowing her to retain the Sixth Division. 96 98 99
Hass Island Executions
After capturing Celestial Dragons, the Rocks Pirates sailed to Hass Island and constructed a public execution platform, supported by Visual Den Den Mushi broadcasts. Rocks used the spectacle to rally pirates embittered by the Celestial Dragons’ oppression. 111 112
The Navy, led by Steel Bone Kong and Admiral Wenhu, attacked to prevent the executions. Rocks nevertheless executed Tianlun and Saint Marlros before a global audience, while his Conqueror’s Haki incapacitated weaker combatants on the battlefield. 113 115
Recruitment Ceremony
Seeking to expand his forces, Rocks held a recruitment ceremony on Hachinosu with only one thousand positions available for tens of thousands of applicants. Candidates were forced into a survival melee, with only the final thousand standing accepted into the crew. 126
Rocks later sent Kaido into the arena to hasten the selection by challenging the surviving applicants. Carl declined to recruit from the ceremony, preferring the quality of her existing subordinates over a larger force. 126 127
God Valley Incident
Rocks learned God Valley’s location and the timing of the Celestial Dragons’ ritual from Kurozumi Higurashi and Kurozumi Semimaru. He agreed to reward the siblings with a Devil Fruit, though he intended to use the information for his own ambition. 138
After Shakky confirmed that the ritual would be held in ten days, Rocks summoned the crew for war against the Marines and World Government. Carl covertly arranged disturbances across the Four Blues and the first half of the Grand Line to delay Marine reinforcements, while Shakky abandoned the crew and warned Roger about the coming attack. 145 148 149
The Rocks Pirates arrived at God Valley aboard a massive airborne fleet and clashed with the Navy, CP0, the God’s Knights, and later the Roger Pirates. Carl broke through the Navy’s defensive line in her Titan True Form, opening a route into God Valley, while Rocks held off Garp, Steel Bone Kong, and the God’s Knights. 151 159 161 162
After entering the island, the pirates killed Celestial Dragons and freed slaves. Rocks personally defeated the remaining God’s Knights and led the assault, but the battle ended when mysterious attacks rained from the sky and erased God Valley. Rocks was killed, Carl was presumed dead, and the surviving pirates fled, ending the Rocks Pirates as a unified organization. 163 167 168
