Rocks rules through overwhelming force rather than consensus; his orders are treated as commands, and his subordinates remain under him because he is stronger than they are. 23 29 He is ambitious, seeking to unify the second half of the Grand Line and use the resulting power, wealth, and recruits to pursue a larger undisclosed goal. 29 33 48

He is also calculating when opportunities arise. He deliberately spread false intelligence that he was absent from Hachinosu, baiting Yorulu and the Giant Warrior Pirates into attacking without support from the X Pirates. 28 30 Conversely, he is arrogant enough to regard schemes as irrelevant before sufficient strength, a blind spot exploited during the Tyr Kingdom operation. 42 48

Rocks is ruthless toward both enemies and subordinates. Rocks appears after Carl defeats John and declares Carl the new captain of the Sixth Division. 16 He subsequently assigns Carl to attack the Phil Kingdom, using the mission to verify whether the newcomer is loyal or an infiltrator. 17 Carl’s success earns Rocks’s trust and a public welcome at a Hachinosu banquet. 23

Destruction of the Giant Warrior Pirates

After learning that Carl killed Krulu, Rocks exploits Yorulu’s desire for revenge by leaking false information about his own absence from Hachinosu. 28 30 Once the Giant Warrior Pirates attack, Rocks confronts Yorulu personally and uses the battle to temper his Conqueror’s Haki. 30 32 He ultimately kills Yorulu with Divine Might, annihilating the crew and removing one of the Rocks Pirates’ two principal rivals. 32

Conquest of the X Pirates

Celestial Tribute Operation and Carl’s Promotion

Having consolidated control over the latter half of the Grand Line, Rocks resolves to intercept three Celestial Tribute fleets and force New World kings to pay him tribute rather than the World Government. 94 He splits the division commanders into three strike groups but withholds the routes until departure because he suspects a traitor within the crew. 94

Two of the groups are deceived by empty Marine vessels, while Carl’s force encounters Garp, Sengoku, and Zephyr escorting the genuine tribute. 96 Furious over the failed operation, Rocks accepts Carl’s provocation and tests him in battle.
