Background / History
Kong served as Fleet Admiral before Sengoku's promotion. As the Marines prepared to elevate Akainu, Aokiji, and Kizaru to Admiral, he was set to leave the Navy and assume a World Government post overseeing its military forces 6 19.
By the time of the Navy's dispute over Zephyr and Hanafuda, Kong was already referred to as the former Fleet Admiral. He ended Sengoku's attempt to contest the handling of Zephyr's case with a direct order 133. As Commander-in-Chief, he remained Sengoku's superior and continued to direct Marine operations from above the Navy chain of command 179.

Following Dunn's attack on Mary Geoise, Kong argues that killing the “Flame Demon” is the simplest means of restoring World Government control, though the Five Elders acknowledge that Dunn cannot be eliminated easily 241.
When the Five Elders shift blame toward the Marines, Kong is displeased but complies with the demand for faster action. He orders Sengoku to begin mass recruitment and to publicize Dunn's activities in Dressrosa 242.
Wano Country Deployment
Kong mobilizes nearly the entire Marine force toward Wano Country after demons capable of infecting and assimilating others appear there, including the transformed Kaido 356. Conflict with Sengoku
