Background / History
Frieza commands a vast Galactic Army and rules through planetary conquest, military surveillance, and lethal punishment for failure. The Saiyans serve under his organization, receiving opportunities to invade planets in exchange for obedience. Space Pods are tightly controlled Frieza Force assets, while Scouters form the backbone of the army's detection and communications network 2 6 31.
He considers the Saiyans an inferior race and has long viewed them as a nuisance. His concern over the legends of the Super Saiyan and Super Saiyan God contributes to his hostility, but the decisive authorization for the Saiyans' extermination comes from Beerus, the God of Destruction, who gives Frieza authority over their fate 1 27.
Frieza recalls Saiyans to Planet Vegeta while positioning his command ship and fleet around the planet. The resulting blockade is designed to prevent unauthorized vessels from escaping; any ship attempting to flee is targeted by patrol craft 27 28.
