The Five Kage Summit concluded successfully, and everyone got what they wanted.
Iwagakure and Kirigakure had completed their objectives satisfactorily. Kumogakure, on the other hand, was somewhat displeased. This Five Kage Summit had turned Kumogakure into the coward of the cloud. Sunagakure had gained the most from the summit: it was confirmed that Sunagakure could purchase grain from the other four great nations at market prices. All Sunagakure had given up were those uninhabited deserts, allowing the other four great nations to mine and pan for gold within the Land of Wind.
Konoha had proposed those terms—specifically, Konoha's Kirin, Uchiha Yan. At first, Reto feared there might be a trap, but after thinking it over, he truly could not find any issue with it, so he readily agreed.
Konoha had claimed all the land surrounding the ruins of Roran in one sweep. Unlike the original story, Reto had conquered the Ancient Kingdom of Roran at the very beginning of Sunagakure's founding in this world. To resist Sunagakure, the Queen of Roran had personally sealed the Dragon Vein. The Ancient Kingdom of Roran was now nothing but ruins. Reto had gone to great lengths, only to come away empty-handed.
The entire shinobi world rejoiced over the five great nations peacefully coexisting and signing a pact. Through this trip to Konoha, the four major shinobi villages could finally rest easy. At the very least, judging from their conduct during this period, Konoha's current generation of Hokage and higher-ups loved peace—especially Senju Hashirama. Unfortunately, he was not the Hokage. Otherwise, the four major shinobi villages might have been able to gain a little more.
Only one person was unhappy.
That person was Takigakure's First Takikage—Shui Xuan.
As the First Takikage, Shui Xuan was wildly ambitious. He had unified all sorts of armed forces
