Background / History
The Marines elevated Garp as the Marine Hero partly to counter the Great Pirate Era. His reputation rests on having forced Roger into desperate situations more than ten times, making him a major public symbol for the Marines. Dragon's defection was concealed in part because any scandal connected to Garp could damage that image. 8
Before the main events, Garp pursued Roger to Fish-Man Island and accidentally destroyed half of it during their battle. The incident left King Neptune wary of him, though Queen Otohime considered Garp unusually straightforward and free of racial prejudice for a high-ranking Marine. 66
