Background / History
The Executive Government emerged from the tribe's early council system, where government executors sat separately under a Chief Executive. Early proposals envisioned fixed terms for a Chief Executive, but that office gradually became only one ordinary executive position as real power remained with the Witch Doctors. 33 44
During Blade Tusk's dictatorship, the governing structure was formally divided: the Rune Council became an advisory body, the Executive Government an administrative body, and the Dictator the command center. 134 As the tribe expanded, the Rune Council increasingly set only broad policy direction while the Executive Government drafted the specific measures, both to train administrators and to free Witch Doctors for research. 158
The government's early authority provoked resistance during the “withdrawal movement.” The resulting reforms created the People's Protection Council, People's Protectors, and an independent Law Court, while purging numerous inattentive executive officers and outpost administrators. 173 The Executive Government subsequently underwent its first impeachment over low efficiency, excessive departmental complexity, and harm to the people; its offices were consolidated into specialized departments. 174
Following the unification of the Black Forest, the Executive Government became the Republic's primary civil-administration institution. Its directors publicly committed to extending orderly administration to all trolls while operating under oversight by the People's Protection Council, restrictions from the Law Court, and strategic guidance from the Rune Council. 212

Oversight and Accountability
- Public notice and suggestions — Non-confidential policies affecting daily life are subject to an approximately five-day public-notice period, while public squares and garrisons maintain notice walls and suggestion boxes. 156
- People's Protection Council — Grassroots-controlled People's Protectors supervise Executive Government departments and scrutinize administrative faults. The council also exercises important budget oversight. 173 212
- Law Court — An independent Law Court handles litigation and serves as a procedural counterweight separate from the Executive Government. 174
- Rune Council — The Rune Council retains high-level review, impeachment acceptance, budget, written-law, and military functions while delegating most routine governmental affairs. 174
- Civil-service selection — Later executive officers and outpost administrators are selected through a new system, including civil-service examinations. 173 174
- Office incompatibility — Executive Government officials cannot simultaneously serve in the military, Law Court, People's Protection Council, or Rune Council. 268
- Impeachment — Written impeachment rules were expanded to cover senior Executive Government officials alongside Rune Council leaders and committee heads. 287
Major Policies and Programs

- Land distribution and assimilation — Received responsibility for drafting detailed land-distribution measures under principles of material inducement, emotional ties, and the greater good. 158
- Military-to-civilian exploration transfer — Absorbed the restructured Far Traveler Exploration Department to professionalize external exploration. 206
- Settlement consolidation — Proposed abolishing small and medium-sized outposts, concentrating development around Headquarters and major settlements for security and efficiency. 231
- Northern Plateau governance experiments — Proposed converting northern alliances into city-states governed under varied systems, including republics, monarchies, and parliamentary models. 245
- Economic-winter response — Promoted consumer-oriented spellcraft products, high-tech lending, and stronger links between researchers and citizens to expand domestic demand. 248
- National evacuation — Provided overall coordination for the Republic-wide sea, land, and air evacuation drill. 284
- Stellar-era construction — Was assigned overall coordination of large-scale celestial-body modification projects, with the wider population carrying out implementation. 374

Trivia
- Early historical accounts describe the Executive Government as an extension of the Rune Council's will before later reforms gave it a distinct administrative role. 173
- The government was once described as a “fierce beast locked in a cage,” reflecting the dense restrictions imposed by public oversight and budget controls. 212
- Nesta regarded direct Witch Doctor involvement in routine administrative work as an inefficient use of research talent, favoring greater Executive Government autonomy in practical affairs. 220
