Background / History

The Executive Government emerged from the tribe's early council system, where government executors sat separately under a Chief Executive. Early proposals envisioned fixed terms for a Chief Executive, but that office gradually became only one ordinary executive position as real power remained with the Witch Doctors. 33 44

During Blade Tusk's dictatorship, the governing structure was formally divided: the Rune Council became an advisory body, the Executive Government an administrative body, and the Dictator the command center. 134 As the tribe expanded, the Rune Council increasingly set only broad policy direction while the Executive Government drafted the specific measures, both to train administrators and to free Witch Doctors for research. 158

The government's early authority provoked resistance during the “withdrawal movement.” The resulting reforms created the People's Protection Council, People's Protectors, and an independent Law Court, while purging numerous inattentive executive officers and outpost administrators. 173 The Executive Government subsequently underwent its first impeachment over low efficiency, excessive departmental complexity, and harm to the people; its offices were consolidated into specialized departments. 174

Following the unification of the Black Forest, the Executive Government became the Republic's primary civil-administration institution. Its directors publicly committed to extending orderly administration to all trolls while operating under oversight by the People's Protection Council, restrictions from the Law Court, and strategic guidance from the Rune Council. 212

Directors' Council

The Executive Government is led by directors, who deliberate administrative matters through a Directors' Council. 193
