History
The Republic was founded after the Tusk Tribe unified the Black Forest's troll tribes. Its founding conference adopted “Republic” to emphasize that sovereignty belonged to all members rather than a particular troll or ruling group. The state was conceived as a unified homeland for all trolls, replacing the tribal system with a single council and government. 208 212
The new state inherited and consolidated the former tribes’ geographical knowledge, records of magical beasts, and information on edible plants as shared national assets. Its early development centered on the Mother Tree, whose internal facilities housed laboratories, storage spaces, reproductive systems, and the Elf Embryo Research Institute. 212 219
Elf embryo cultivation and Magic Beast production became central long-term projects. The Republic industrialized embryo cultivation, developed incubation-pod-like facilities, and created a production line capable of producing Magic Beast hatchlings more efficiently than natural gestation. 220
Following the unification of the Black Forest, the Republic expanded its industry, military, education, and research capacity. It later developed automated weapons factories, totem-based infrastructure, gunboats, undersea fortresses, orbital construction, and interstellar facilities. 243 259 286 309 437
Governance
Founding principles
- The name “Republic” was chosen to establish that national sovereignty belonged to all members rather than an individual ruler or faction. 212
- The state sought to replace fragmented tribal authority with “one council, one government, one race.” 208
- Equality before the law, equal access to knowledge, and equal opportunity to compete for positions were publicly identified as core commitments. 284
- The Republic's later development principles included securing essential needs, prioritizing education and research, and encouraging private factories and enterprise. 248
Rune Council
The Rune Council functions as the Republic's de facto highest authority during its political tutelage period. It guides the work of all state institutions and historically consisted primarily of Witch Doctors whose seats were based on merit rather than popular election. 287
The Council was deliberately positioned as a supervisor and final arbiter rather than a direct public ruler. This arrangement left routine administration to the Executive Government while preserving the Council's strategic authority. 212 237
Later reforms opened Council eligibility to qualified non-Witch Doctors, including warriors and scholars who met merit and learning requirements. However, the Fourth-Class Great River Medal requirement ensured that Witch Doctors retained practical control for the near future. 268
Executive Government
The Executive Government manages practical administration and departmental affairs. Its directors publicly presented its role as serving the population under the oversight of the People's Protection Council, procedural restrictions of the Law Court, and strategic guidance of the Rune Council. 212
- Responsible for implementing policy and drafting preliminary proposals on major social questions. 158
- Manages specialized departments and routine administrative matters. 212
- Supported industrialization, military logistics, land-reclamation policies, and economic planning. 224 243 248
People's Protection Council and Law Court
- People's Protection Council — oversees the Executive Government and restrains inappropriate administration. 212 237
- Law Court — provides procedural authority and legal restrictions on executive power. 212 237
- Together with military control held by advanced Witch Doctors, these bodies were intended to prevent the Executive Government from operating without restraint. 237
Society and Citizenship
The Republic initially developed from a troll society but pursued widespread elvenization through embryo research, bodily transformation, and implant cultivation. By the later stages of its development, Treeborn Elves and acquired elves became major components of its population. 245 268
The state was concerned that Treeborn Elves' innate advantages could create unequal political influence. Council reforms were therefore framed as a means of preserving equal citizenship and preventing any group from monopolizing power. 268
The Republic retained communal child-rearing practices after Nesta and Azshara's stillborn child, while later social regulations governed relationships and sexual conduct among citizens. 246 297
Research and Education
The Republic's development is strongly tied to Witch Doctor research and the application of spellcraft to natural science and industry.
- Rune Structure Spellcasting Model — a systematic approach to studying spell-like disturbances through natural-science concepts rather than ancestral-spirit methods. 255
- Elf Embryo Research Institute — researches elf embryo development, reproductive systems, Magic Beast cultivation, and elvenization. Its headquarters occupy the largest research area within the Mother Tree. 219 220
- First Central School — a major educational institution relocated to the new district north of the Mother Tree due to its scale and students’ need for open space. 219
- Engine Research Institute — established to develop engine technology for multiple applications. 248
- Brain and Nervous System Institute — conducts experiments involving elvenization, nervous systems, and bodily transformation. 249
- Virtual-Real Conversion Research Institute — researches virtual-real conversion using experiments on Sharp-Toothed Beasts. 437
The Republic's technological philosophy emphasizes altering and explaining nature, precision manufacturing, and integrating magic with non-magical disciplines. 184 255
Military and Security
The Republic developed a combined military system integrating Witch Doctors, warriors, totem technology, automated industry, and later naval, undersea, orbital, and interstellar forces.
- Intelligence suppression force — formally established after a large-scale exercise; its successful personnel received medals and commendations. 218
- Reaction-chamber army — equipped for northern field exercises and expansion planning. 245
- Armor Breaker 1 / Bombarder 1 — deployable cannon systems developed for operations against high-grade salamanders. 243
- 420.5 Gunboats — sixty vessels were produced before sea trials during preparations for the High Salamander Capture Plan. 259
- Undersea Fortress — established as an emergency refuge, permanent base, and foundation for marine expansion. 284 286
- Intelligence Tree — a totem-based device providing voice communication, food and water production, weapon creation, and expandable shelter for intelligence personnel. 255
- Quasar fortresses — later categorized into military, production, storage, central, and resource-extraction types; hidden Doomsday Ark fortresses preserve rare resources and vital data. 437
- Cosmic Security Force — established to intervene in crises across the galaxy while concealing its members’ identities as Sun Elves. 440
Economy and Infrastructure
The Republic achieved agricultural and animal-husbandry output sufficient for troll resource demands, though industrial overproduction later caused an inventory crisis in its limited domestic market. 224
Its economic response included adjusting bank lending, expanding markets, delaying some consumer-goods upgrades, supporting private factories, and founding the Northern Continent Trading Company. 248
Later infrastructure included:
- Mother Tree-centered urban systems combining physical defense, offense, sensory deception, energy defense, and energy supply. 297
- Totem factories and portable totem buildings capable of being relocated and replanted to rapidly establish new cities. 290
- Teleportation fortresses planned to connect key regions across approximately 2,000 stellar systems. 445
- Dual-state conversion facilities for body-size conversion and portable storage of matter, spacecraft, and weapons. 447
Expansion and External Affairs
The Republic initially expanded by unifying the Black Forest and later explored the Northern Plateau and wider Northern Continent. It used the plateau as a controlled testing ground for political systems, including city-states with aristocratic republics, parliamentary systems, monarchies, and other models of governance. 245
It also pursued covert northern operations because its smaller population and shortage of absolute top-tier powerhouses left it vulnerable to major northern races and high-level Magic Beasts. 255
As its capabilities expanded, the Republic developed settlements, orbital facilities, habitable worlds, and quasar fortresses. It eventually considered participation in the Great Galaxy Council, whose membership could provide recognized territory and peace protections but carried uncertain treaty obligations. 309 379 397
The Republic later became the central authority within the Divine Realm Alliance. Under this system, sects and city-states retained local self-government so long as their populations maintained a required baseline of happiness and freedom. 447
Population
| Period | Population | Notes |
