Background / History

The Rune Council was established during the Tusk Tribe’s early political reforms alongside the proposed House of Commons and the Executive Government. It was intended to guide the tribe while participating in legislation, justice, diplomacy, military affairs, and policy through specialized committees. Early committee structures were largely aspirational because the tribe lacked enough qualified members to staff them. 32

Its initial membership was restricted to the tribe’s magical class: Witch Doctors served as senior councilors with decision-making authority, while apprentices served as probationary councilors who could submit proposals, observe proceedings, and help execute decisions. 32

After a chaotic tribal vote exposed the limits of direct public decision-making, Blade Tusk proposed a two-hundred-year period of political tutelage centered on the Council. The adult Troll population approved the establishment of the Rune Assembly, preparations for the House of Commons, and Witch Doctor-led tutelage, giving the institution formal legal legitimacy. 35

Following the Old Witch Doctor’s death, the Council created the office of Speaker to preside over meetings and resolve deadlocked proposals. Blade Tusk was unanimously elected as its first nominal, but second actual, Speaker. 43

As the state developed, the Council relinquished most routine governmental work to the Executive Government. It retained the Military Commission and a smaller set of key bodies, including the Final Review Committee, Impeachment Acceptance Committee, Budget Committee, and Written Law Promotion Committee. 174

After the unification of the Black Forest tribes, the Council became one of the namesakes of the Troll (Elf) Republic. It sought to present itself publicly as a fair supervisor and final arbiter rather than a direct ruler. 212

Organization and Membership

Early Membership System

The original plan gave Rune Council councilors thirty-year terms, with half reelected every fifteen years and a lifetime maximum of three terms. In practice, the scarcity of Witch Doctors prevented this term system from taking effect. 33

Speaker

The Speaker is selected through nomination and a simple-majority election. The office presides over routine standing expanded meetings, full Council meetings, and full expanded-member meetings, while retaining decision-making authority when proposals reach a deadlock. 43

Membership Reform

The diversification reform was intended to prevent the Witch Doctor profession from monopolizing political authority, promote equal citizenship, and avoid filling the Council with unqualified young Treeborn Elves. 268

Council members, Executive Government officials, active military personnel, Law Court members, and People’s Protection Council members were barred from holding more than one of those identities at the same time. 268

Powers and Procedures

• The Council initially exercised broad authority over legislation, justice, diplomacy, military affairs, and policy through its committees. 32

• Its plenary sessions became the final reviewing body for written laws, while the Final Review Committee handled disputed cases. 174
