When NEST was first established, the Pentagon had harbored a terrifying suspicion that the Autobots had infiltrated the U.S. military. Although it had ultimately approved the creation of NEST, it imposed extremely strict controls on its personnel and equipment.

They had only granted NEST the establishment of a single regiment. Although its equipment had been assembled according to the standards of a U.S. mechanized unit, even at its peak, NEST had never reached full strength.

Cemetery Wind had later been rebuilt on the foundation of NEST.
